Job description: About the role
The Project Specialist is an experienced Project Manager, working within the PMO to provide advice, expertise and coaching to Bid Managers and Project Managers and, occasionally taking on those roles, as determined by business need and challenge. Project Specialists provide assistance to their Regional Head of PMO, acting in a semi-roving capacity to scrutinise, challenge, support and boost the performance of the regions projects and have responsibility to act as a Secretariat to Project Review Boards and to support project teams with the actions thereby identified. They are a source of knowledge, supporting the Head of Project Standards in developing the Project Management ‘body of knowledge’, gathering and sharing project lessons learned across the business.
Schedule and Budget Support
- Provide support to bid and project teams with complex schedule and budget development
- Provide simulation and scenario analysis to ‘test’ schedules and budgets, develop contingency estimates and identify necessary contractual safeguards
Commercial Support
- Support bidding and commercial teams with support to customer contract negotiations as required
- Support project and commercial teams with support to customer change control and variation dispute as required
Risk Management and Project Review
- Work with Analytics and Reporting Manager to compile ‘watch lists’ of projects requiring internal review. Watch lists are compiled from both a consideration of risk factors as well as including projects in actual distress.
- Alert Project Managers to areas of apparent concern in order to promote proactive risk management
- Act as a Secretariat to Programme Managers, convening Project Review Boards for ‘watch list’ projects and supporting project teams with follow-up actions as needed.
- Compile and manage a summary level project risk register
Project and Bid Manager Support
- Provide coaching and mentoring to Bid Managers and Project Managers as required.
- Act as a source of specialist knowledge on the Company’s MIS systems and Data Warehouse and be able to train project users as required.
- Take on Bid Management and/or Project Management roles where delivery teams require support on particularly large and/or complex projects and programmes
Knowledge Management
- Drive mechanisms for post-bid and post-project evaluation, gathering and recording lessons learned and ensuring that these lessons are shared with relevant practitioner communities.
- Assist the Head of Project Standards with the compilation, update and maintenance of the Project Management ‘Body of Knowledge’
Line Management
- The Project Specialist role is not formulated with an automatic expectation of line management responsibility. However, depending on the number of Project Specialists in a particular region, Project Specialist role-holders may be asked to take on line management of Project Specialist colleagues. In such instances, Line Management Responsibilities will include:
- Ensuring all business communications are promptly and appropriately cascaded
- Ensuring employee wellbeing is a priority and is regularly checked upon
- Regularly meetings with direct reports to discuss and monitor performance including: Monthly Check-Ins, Career Conversations, Annual Performance Reviews, Objective Setting and Review
- Ensuring career development and learning & development are discussed at regular intervals and that Personal Development Plans are in place
- Sharing colleague and customer feedback to enable continual development and enhanced performance
In addition to these duties, the post holder may be required to carry out such other duties as may reasonably be required, from time to time, to achieve the above role purpose.
Hybrid work is available but the selected candidate must work out of one of our BMT Canada offices located in Ottawa, Halifax or Victoria.
About You
We are looking for an enthusiastic and flexible team member, who possess the following knowledge, experience, and skills:
- Significant experience (more than 5 years) in a variety of Project Manager and/or Programme Manager roles.
- Demonstrable experience in complex project delivery, project control and resource management, with deep knowledge of relevant methodologies, processes and toolsets.
- Excellent communication skills, able to listen and actively engage at all levels of the business, being articulate, persuasive and tactful.
- Commercially astute and with an holistic knowledge of business operations.
- Track record of good business decision making and successful project outcomes, including the management of turn-around situations.
- Results-driven, doing everything possible to meet goals, deadlines and objectives while adhering to company policies.
- Agile, flexible and tenacious, able to respond rapidly to changing circumstances
- Evidence-based decision maker, able to read both hard data and people issues to determine the optimum course of action.
- Current Canadian Security Clearance, or the ability to obtain
