Summary:

Reporting to the Vice President Lifespan Corporate Services (VP LCS), plan, organize, and direct all activities necessary to ensure the integrity and optimization of the Human Resources/payroll Information systems established and maintained to achieve an auditable environment, produce an accurate payroll, and provide human resource management information. Build and maintain a program of services and a staff of associates to provide HR/PR systems support for management and users. Establish a communication link between Finance, Human Resources, and Information Technology, merging operational and system needs.

Responsibilities:

KEY ACCOUNTABILITIES:

In consultation with the VP LCS and various Human Resources management, develop short and long term goals and implement action plans to attain agreed upon objectives. Consult with managers and department heads system-wide as part of ongoing evaluation of Lifespan PR/HR System Operations and Services.

Regularly collaborate and meet with corporate and site HR managers to coordinate activities that impact the HR/PR systems and the payroll process. Participate in the development of HR policies and procedures that effect the systems’ data, the systems’ operations and the accuracy of HR and PR information. Develop policies and procedures for the use and operation of the HR/PR systems.

Interview, hire and assign subordinate staff; provide guidance and counsel to subordinate staff; conduct periodic performance evaluations; recommend personnel actions; act as resource for staff; conduct periodic individual and/or group staff meetings; provide and maintain subordinate staff development plans; develop standards for subordinate staff performance.

Recommend, modify and administer payroll policies and procedures to ensure efficient and accurate payroll processing. Continually review work processed to ensure that established quality standards, accuracy and confidentiality are maintained. Recommend policy changes to Director of Corporate Financial Services.

Develop annual operating and capital budgets for the PR/HR System Operations and Services function for Director of Corporate Financial Services.

Ensure that all payroll accounting practices are in compliance with U.S. Department of Labor requirements and other Federal and State agency guidelines.

Provide project management and support for certain PR/HR projects.

Collaborate with PR/HR Systems Manager and Payroll Supervisor to refine payroll accounting practices and procedures and modify systems to improve the payroll process.

Coordinate incident reports and audits reports to ensure accuracy of PR/HR information.

Manage staff interaction with Federal and State agencies (e.g. State of Rhode Island Unemployment Assessments, Temporary Disability Insurance, Worker’s Compensation), and with banks and attorneys with respect to IRS inquiries and subpoenaed payroll records. Responsible for resolving bank account issues related to payroll, such as direct payroll deposit and establishing new procedures as needed.

Manage relationships with outsourced vendors as it related to PR/HR and Time and Attendance systems.

Participate on councils, quality improvement teams, affiliate conversions, and other such committees as required.

Maintain quality assurance, safety, environmental and infection control in accordance with established Lifespan policies, procedures and objectives.

Perform other related duties as required.

QUALIFICATIONS-EDUCATION:

BS/BA or equivalent.

Comprehensive knowledge of Federal and State programs, reporting requirements and regulations concerning payroll earnings and deductions and an understanding of the impact payroll and human resource activities have on the general ledger and other finance functions.

A complete and in-depth understanding of the ADP enterprise HRMS System, and the Kronos Scheduling/Time Entry applications.

Interpersonal skills necessary to interface effectively with all levels of personnel in discussions and explanations of complex information and to gain cooperation with individuals and groups while effecting timely progress.

Oral and written communication and presentation skills needed to effectively perform duties.

QUALIFICATIONS-EXPERIENCE:

Seven to ten years of progressively more responsible experience in complex, automated environment, health care environment preferred, human resources and payroll system operation and services.

SUPERVISION:

Direct supervision for up to 5 full-time equivalent personnel.

Supervision includes interviewing, hiring, scheduling, training, and conducting performance appraisals and recommendation of personnel actions.
