About the role
Join the Housing Programs Team under Financial Operations, in the Bilingual Senior Officer, Operations position. In this role, you will bring projects approved under the CMHC’s various lending and housing programs through the contract negotiation process to the advancing and disbursement of funds. Your role will help ensure housing projects funded by CMHC are successfully constructed or renovated, while also ensuring that risks to CMHC are appropriately managed.
This is a temporary position of a duration of 24 months.
What you’ll do:
- Recommend funding advances and monitor the ongoing construction of housing projects within the financial limits and budgetary authority.
- Review legal documentation and professional third-party reports, such as appraisals, quantity surveyor reports, to assess risks to CMHC and recommend appropriate solutions.
- Prepare and support our clients in the execution of agreements.
- Offer advice, support and alternative solutions to clients and stakeholders, including the communication of key decisions, the interpretation of policies and the response to inquiries.
- Negotiate a reasonable solution in line with the risk appetite.
- Participate in internal processes involving performance monitoring and quality assurance by reviewing and preparing detailed reporting on outcomes and work in a team environment and contribute to service standards and turnaround times.
- Maintain quality relationships with clients to understand their needs and objectives.
- Use effective oral and written communication techniques to deliver quality service.
What you should have:
- A Bachelor’s degree in administration or social science and at least two (2) years of experience in social program management, mortgage financing, property administration or lending, a combination of education and relevant experience.
- Demonstrated client management skills with the ability to negotiate with clients and arrive at acceptable solutions.
- The ability to interpret program guidelines.
- A strong knowledge of procedures, policies and regulations.
- A strong analytical and problem-solving skills.
- A strong oral and written communication skills in both official languages (French and English).
- The ability to establish and maintain effective working relationships.
- Decision-making skills.
It would be great if you also had:
- A knowledge of risk factors related to loans and contributions for social or affordable housing projects.
