Official Position Description:
Based on job duties, this position is designated as NOT telework eligible.
In Office of Maintenance Administration, Special Hauling Permits Section, independently reviews & approves oversize/overweight vehicle permits using a computer & related software (e.g., Ohio Hauling Permit System). Ensures proper physical routing of all approved superload & oversize/overweight applications for Special Hauling Permits; utilizes knowledge of weight & dimension laws & weight formulas. Independently reviews & approves applications for superload & oversize/ overweight Special Hauling Permits for state highway system. Physically routes oversize/overweight applications for superload Special Hauling Permits. Calculates gross vehicle & axle weights using engineering formulas in order to determine whether routes are adequate in terms of pavement type & bridge characteristics; determines whether routes can safely accommodate oversize loads with minimum hazard to traffic, considering pavement width, minimum vertical clearance, highway geometry, traffic volume & population density based on straight line diagram sections, bridge clearance & load capacity reports, etc. Communicates with engineering & district personnel, Ohio State Highway Patrol (OSHP), private citizens & company representatives regarding permit issuance. Coordinates dates & times of superload movements requiring escorts or monitoring by lower-level Permit Technicians.
Prepares permit applications requesting movement of loads with extreme dimensions &/or weights using a computer & related software (e.g., Ohio Hauling Permit System) for consideration by Permit Technician Supervisor. Coordinates movement of extremely large vehicles & loads with district personnel & appropriate community officials. Researches & responds to inquiries & complaints. Advises Permit Technician Supervisor regarding all changes & conditions related to permit issuance. Answers incoming calls & acts as point of contact for districts submitting construction information being added &/or removed from the permitting system.
Performs onsite inspections of permit vehicles & loads to ensure compliance with Special Hauling Permits. Coordinates movements across state highway system between superload convoy participants (e.g., OSHP, haulers, other ODOT personnel). Accompanies movement of select superload vehicle restricted structures. Verifies compliance with permit restrictions (e.g., conditional crossing of restricted structures). Operates citizen’s band & ODOT two-way radios. Assists in training lower-level Permit Technicians. Uses personal computer (e.g., Microsoft Word) to prepare correspondence for Section Manager or Permit Technician Supervisor. Performs work-related duties as assigned.
Qualifications 6 mos. trg. or 6 mos. exp. in laws & procedures covering type of highway permit(s) being issued (i.e., central office, oversize/overweight vehicle permit, or district office, oversize/overweight vehicle permit &/or right-of-way permit).
