Job description: SUMMARY: Accepts, issues, and maintains records of building applications and inspections. Provides direction and supervision to Permit Technicians and Permit Clerks.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Supervises office staff involved in the issuance of building permits and scheduling of inspections; assists in resolving issues that arise in day-to-day operations; informs staff of ordinances, annexations, and new projects; reviews issued permits for accuracy;
  • Trains, motivates, and evaluates permit technicians and clerks; implements discipline and corrections process for employees.
  • Maintains files and records; prepares various reports; issues certificates of occupancy and letters of completion; maintains an up-to-date spreadsheet of certificate of occupancy inspections; processes and files open records requests.
  • Prints documents such as surveys, energy code inspections, and plans that are submitted electronically; enters document data into computer system and files paper copies for approval; prepares records for destruction in accordance with rendition schedule.
  • Pulls expired permits and notifies the contractor or homeowner; submits expired permit information to Code Enforcement Officers if the permit is not renewed within allotted time frame.
  • Maintains a log of all businesses requiring annual reduced pressure zone (RPZ) tests; contacts business owners needing to complete RPZ tests or submit test results.
  • Answers phones; assists customers; schedules inspections and pre-construction meetings for new commercial projects; issues permits; attends daily staff meetings; types correspondences; assists Permit Clerks and Permit Technicians with daily work as needed.
  • Prepares building packets for residential, commercial, and all Planned Development District; maintains packet information and updates as needed.
  • Orders supplies for the Permit Office, Code Enforcement, and Inspectors; issues purchase requisitions, purchase orders, and credit card requests for any purchases, as needed.
  • For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity & Infrastructure Security Agency (CISA).
  • Performs other duties as required.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines:

High school diploma or equivalent; AND three (3) years of experience as a Permit Technician or similar position, which include some supervisory responsibilities; OR an equivalent combination of education, training, and experience.

Knowledge of:

  • Department policies and procedures.
  • International building codes.
  • City ordinances.
  • Modern office practices and procedures.

Skill in:

  • Maintaining documents, records, and filing systems.
  • Establishing and maintaining effective working relationships.
  • Providing effective leadership, direction, and supervision to assigned staff.
  • Communicating clearly, both orally and in writing.
  • Reading and interpreting construction documents.
  • Applying code requirements and permit processes as appropriate.

LICENSE AND CERTIFICATION REQUIREMENTS:

  • Permit Technician Certification
  • A valid State Driver’s License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a standard office environment.
