Job Summary

The Signals and Communications (S&C) Project Officer is responsible for carrying out all aspects of special capital projects and systems developed within the S&C Project Management group.

Main Responsibilities

· Develop and track all S&C special capital projects, from estimation to completion

· Act as liaison between external S&C departments and team to ensure projects are addressed with all necessary stakeholders (e.g. Mechanical, Information and Technology (I&T), Transportation, Track, etc.)

· Track annual project budgets and material by ensuring that all necessary material is being ordered to support projects

· Interact with vendors to obtain technical information, material status, and project quotes as necessary

· Create and maintain S&C’s special capital dashboard

· Follow-up, provide and identify information on issues surrounding project finances, construction, and potential obstacles

· Collaborate with field forces to ensure project scopes are taking in account local knowledge

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The incumbent must be available to work weekends and holidays when necessary. The role requires being available on-call 24/7 to respond to critical incidences.

Requirements

Experience

Railroad Signals and Communications

· Between 2 to 5 years of railroad experience

o Experience in project management

· Interact with vendors to obtain technical information, material status, and project quotes as necessary

· Create and maintain S&C’s special capital dashboard

· Follow-up, provide and identify information on issues surrounding project finances, construction, and potential obstacles

· Collaborate with field forces to ensure project scopes are taking in account local knowledge

Education/Certification/Designation

· Bachelor’s Degree a in related construction management or electrical background discipline

· Qualified or ability to qualify in Canadian Rail Operating Rules (CROR), United States Operating Rules (USOR), and On-Track Safety (OTS)

· Project Management Professional (PMP) certification*

*Any designation for these above would be considered as an asset

Competencies

· Identifies potential safety and security risks

· Communicates with impact

· Demonstrates agility and drives change

· Collaborates with others and shares information

· Applies critical thinking

· Solves problems to create value

· Develops self and others

· Fluently bilingual both written and verbal (English, French)*

Technical Skills/Knowledge

· Knowledge of Microsoft Suite (Excel, PowerPoint, Word, and Teams)

· Knowledge of ServiceNow, Systems, Applications and Procedures (SAP), ARIBA, Engineering Capital Planning System (ECPS), and SharePoint

· Knowledge of S&C material and construction

· Understanding of S&C design track and location plans
