System Safety Engineer (Multiple Openings):

Bell is seeking multiple System Safety Engineers for the FLRAA V280 Program.

The System Safety Engineer is responsible for developing, managing and communicating the system safety methodology for a new military development program to internal and external customers through identification and analysis of potential hazards in design, operation and maintenance. The position will be at the forefront of emerging system safety techniques including Model Based Safety Analysis (MBSA) and Model Based Model Based Systems Engineering (MBSE). There are multiple positions open that will be based at Bell’s Ft. Worth, TX headquarters facility.

Position Responsibilities:

  • Plan, define and verify System Safety requirements and Safety Analysis artifacts to ensure design integrity and safety.
  • Work within engineering teams to ensure air vehicle safety of flight
  • Influence air vehicle design to improve system safety features and design
  • Perform Model Based Safety Analysis (MBSA) in coordination with air vehicle Model Based Systems Engineering (MBSE) efforts
  • Perform Systems Theoretic Process Analysis (STPA) on the air vehicle, subsystems and components
  • Ensure effective Systems Safety Engineering efforts are conducted through identification and analysis of potential hazards from concept definition through development, production and product fielding.
  • Develop fault management techniques to be employed by the system hardware/software.
  • Perform the necessary hazard analyses to identify potentially hazardous conditions and recommend actions that would contribute to the minimization or prevention of hazards.
  • Perform Safety Risk Analysis, develop analysis reports, provide validation/verification of requirements and provide feedback to the program and customer.
  • Administer System Safety activities on assigned program IPTs. Interface with the customer and IPT Teammates on safety related issues. Monitor, investigate, and resolve issues relative to System Safety Engineering.
  • Represent Bell with military/industry at System Safety Working Groups.
  • Provide safety/crashworthiness experience to engineering and management personnel by various methods ranging from informal discussions to formal presentations.
  • Review of supplier Safety Assessment Reports.
  • Perform budget estimating and management tasks.

Qualifications

Education Requirements:

  • Bachelor’s Degree in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Math, Physics – or related science discipline – is required.

Position Requirements:

  • Experience at all levels will be considered with a minimum of 2 years’ experience. Positions at various Engineering levels will be offered, depending on experience.
  • Model Based Systems Engineering (MBSE), Systems Modeling Language (SysML) experience or Model Based Safety Analysis (MBSA) experience Is required.
  • Requires experience in development of Fault Hazard Analysis, Fault Tree Analysis, Failure Mode Effects and Criticality Analysis, Safety Assessment Reports and supporting safety artifacts.
  • Experience with quantitative reliability and maintainability analysis is required.
  • Proficiency in Microsoft Office is required.
  • Demonstrated Communication Skills needed to brief top-level management, customers and/or large groups on an occasional-to-frequent basis are required.
  • Familiarity with MIL-STD-882 System Safety Programs and risk assessment process is required.
  • Familiarity with ARP-4761 and ARP-4754 is preferred.
  • Candidates must be eligible to obtain Secret Security Clearance (Preferred)

Preferred Skills:

  • Rotorcraft Pilot Certificate or equivalent military qualifications
  • Pilot, Aircrew, and/or military maintenance experience on Bell Helicopter products.
  • Working knowledge of EVMS and Cost Account Manger experience.
  • Software development experience

With a focus on the to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Conduct plans examination and permit application reviews for newly constructed and renovated buildings and structures. This will be done by assessing compliance with the Building Code, bylaws, regulations and other municipal standards
  • Coach applicants how to resolve issues related to a particular permit application and follow up on conditions and notices to ensure deficiencies are corrected
  • Create and issue building permits, which includes the authority to withhold, suspend, revoke and extend permits through existing processes
  • Grant detailed permits for construction to proceed at different stages as per submitted and approved plans
  • Consult with, or assist other municipal business areas, provincial authorities, and associations regarding complex information. This may include Code interpretations and applications to ensure a cohesive and user-friendly report when permits are granted or with expectations of further corrective actions when permits are not granted
  • Input relevant data, reports, correspondence and permits into POSSE and other data management systems
  • Provide guidance and advice on building codes and regulations to contractors, designers, developers, and citizens; educate on safety codes, and foster relationships with external stakeholders to enhance the City’s reputation and service quality
  • Inspect projects to ensure they meet safety codes standards, participate in safety training and meetings, and maintain environmental protection practices during assigned tasks

Qualifications

  • Grade 12 and one of the following combinations of education and experience:
  • Journeyman Carpenter, Plumber, Electrician, Sheet Metal Worker or Bricklayer Certification recognized in Alberta with a minimum of five (5) years of journeyman experience in the construction of commercial and residential buildings OR
  • A two-year technology diploma in a related field or equivalent recognized in Canada and seven (7) years of relevant experience in the building construction industry after obtaining that diploma OR
  • Engineering or Architecture degree recognized in Canada and five (5) years of relevant experience in the building construction industry, at least one (1) of which must be completed after obtaining that degree
  • Registered Building Safety Codes Officer in the Province of Alberta having completed “Residential”, “Part 9” and “Part 3” or equivalent (Group A Level 3) certification through the

  • Experience and knowledge of standard methods, techniques, materials, tools and equipment used in the building construction trades with experience involving Residential, Part 9 and Part 3 projects
  • Ability to analyze, interpret and apply the Safety Codes Act, the Alberta Building Code, City Bylaws and related policies, procedures and regulations as they pertain to residential buildings
  • Capable of identifying non-compliant construction with Alberta Building Code standards and assessing structural stability for buildings and structures from plans or on-site inspection
  • Ability to understand and explain plans and designs from applicants, architects, and engineers, and effectively communicate information to various stakeholders through verbal and written means
  • Customer-oriented and skilled at conveying technical concepts in a simple and professional manner to address diverse customer needs
  • Efficiently handling multiple tasks, adapting to changing priorities, and working both independently and collaboratively as part of a team
  • Proficient in the use of a computer, tablet and smartphones for data entry, plan review, and communication with customers
  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement

  • Participate in and at times lead investigations related to incidents, and ensure that corrective actions are tracked, communicated and implemented.
  • Improve safety key performance indicators (KPI) statistics, analyze information and recommend improvement opportunities.
  • Participate in the Joint Health and Safety Committees (JHSCs)
  • Manage and maintain the various health and safety programs including, but not limited to; Compliance Audits, Safety Meetings, Toolbox talks, etc.

Qualifications:

  • Possess post-secondary education in Safety or related discipline
  • 2 or more years’ experience in a position related to Occupational Health and Safety in a related field
  • Experience and knowledge in construction, heavy lift and heavy haul would be an asset.
  • Change Management experience is an asset.
  • Demonstrated experience in creation, education and implementation of safety training and programs.
  • Completion of, or commitment to complete, New Brunswick Construction Safety Association’s COR Training.
  • Strong knowledge of MS Office skills required
  • Ability to manage multiple priorities and thrive in a fast-paced environment.
  • Exceptional verbal and written communication skills
  • Demonstrated knowledge of health and safety regulations in Atlantic Provinces
  • Experience leading a change within an organization.
  • Valid driver’s license and ability to visit sites in Atlantic Provinces.

Job Purpose

Key Accountabilities
Policy Implementation Documentation Risk Assessment:

  • Prepare, implement and maintain a Quality, Health, Safety and Environment (“QHSE”) policy on behalf of the Company which is aligned with Company policy and demonstrates commitment to the protection of people, the environment and operating assets.
  • Demonstrate commitment to policy implementation by determining what hazards may be encountered in the performance of the various Projects of the Company.
  • Highlight, document, implement and enforce all required policies, procedures, systems that are required to effectively implement ISO standard HSE department.
  • Undertake detailed risk assessment and implement the appropriate controls.
  • Ensure that its assessment evaluates all risks specific to the ISO

Certification Incident Management QHSE Compliance Training & Awareness:

  • Monitor HSE risks and update risk assessments and hazard registers as necessary during the term of the Agreement.
  • Conduct additional risk assessments in relation to planned work activities in which it will be involved under the Agreement.
  • Set a goal of zero incidents and injuries, illnesses and environmental harm for the various Projects of the Company.
  • Enforce all applicable Quality, health, environmental, and safety laws and regulations, and any additional guidelines, operating standards, and policies required by the Company.
  • Ensure the Company maintains, retains and continue to renew its ISO certification status.
  • Maintain a detailed hazard register that is relevant to the various Projects. The hazard register shall identify hazards, preventive controls, mitigation controls, HSE management system interfaces and any additional controls in place to manage residual risk to As Low As Reasonably Practicable (ALARP) levels.
  • Promptly notify the Company in the event that it becomes aware of any planned act or condition which may be unsafe and shall promptly advise against it.

Skills & Knowledge

  • Bachelor’s Degree in Occupational Quality, Health and Safety, Environmental Science, Engineering, or related field. Master’s Degree preferred.
  • Certifications: HSE I,II,&III OSHA NEBOSH relevant experience (Type of experience and minimum number of years)
  • Proven track record of at least 5 years in an HSE management role, preferably in large scale industrial projects
  • In-depth knowledge of local and international HSE regulations, standards, and practices.

Expected salary: 200000 – 250000 per month

  • À titre de membre de l’équipe ESS, notre stagiaire sera amené(e) à travailler dans plusieurs sphères et avec diverses clientèles : D’autres conseillers ESS, comités, superviseurs, employés d’usine.

What your daily work will look like:

  • As a member of the EHS team, our intern will be required to work in several spheres and with various clienteles: Other EHS advisors, committees, supervisors, plant employees.
  • Update lockout sheets;
  • Ensure the implementation of the activities of the SSE action plan;
  • Ensure an advisory role in the application of laws and regulations, company policies and procedures relating to HSE;
