Responsibilities: The Client is accepting applications for the position of Director of Building and Permits within the Development Services Department.
Under the supervision of the Chief Development Services Officer, the Director of Building and Permits will act as the City’s Master Building Code Official and Master Fire Code Official.

The duties of this position include but are not limited to:

  • Coordinate, administer, and direct the enforcement of all city adopted codes and ordinances.
  • Investigate complaints.
  • Review building and site plans.
  • Supervise the issuance of building permit applications, historic preservation and Fox Walk certificates of appropriateness, on-site building inspections, and issuance of certificates of occupancy.
  • Coordinate fire site plan reviews with the Fire Marshal and the zoning entitlement process.
  • Develop department policy and recommend code revisions for all departments enforcing ICC codes.
  • Manage and direct all licensing programs for the division and assist all City departments.
  • Manage and direct all technical activities for the division and is responsible for code interpretation.
  • Supervise all division staff.
  • Responsible for preparation, administration, and monitoring of the budget.
  • Other related duties as assigned.

Qualifications:

  • This position also requires at least six (6) years of professional experience in a municipal/county setting and at least five (5) years of progressive supervisory experience.
  • Must possess a valid driver’s license. Must obtain the International Code Council’s Master Code Professional certification within five (5) years of hire. Licensed Illinois Architect or Structural Engineer is preferred.
  • Must successfully pass pre-hire requirements including but not limited to a physical, drug screen, and background check.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Education:

Bachelor’s Degree in Architecture, Structural Engineering or related field.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

Incumbents prepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required.

The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings, and facilities in the detailed review of construction access permits filed by individuals, groups, municipalities, and public utilities to occupy, use and access properties and civil infrastructure under the care, custody and control of the Department of Conservation and Recreation. All review and analyses are conducted in accordance with sound engineering principles, applicable laws, regulations, and standards.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES * Prepares and/or reviews plans, designs, specifications. and cost estimates for engineering projects where DCR Construction Access Permits are requested such as the construction, reconstruction, alteration or maintenance of highways, interchanges, bridges, utilities or facilities.

  • Evaluates engineering data for the preparation and review of engineering or environmental reports and studies.
  • Performs calculations such as those related to survey traverses, traffic forecasting, soil capacity, groundwater flow, and quantity of materials by using calculators, computers, and other instruments.
  • Writes memoranda, letters and technical or general reports to supervisors concerning the status of complex engineering projects or problems.
  • Analyzes changes in scope of work during design and/or construction of projects to recommend permit modifications and consistency with agency policy, procedures, and directives.
  • Conducts field investigations such as those needed to gather information needed to resolve construction, maintenance, environmental or traffic problems related to the issuance of Construction Access Permits.
  • Recommends modifications to plans, specifications, and engineering agreements for elements of engineering projects.
  • Reviews applications for licenses or permits for the transportation of materials and for the construction of projects in order to make recommendations to the Chief Engineer for approval.
  • Coordinate and conduct technical review meetings to review designs and cost impacts of proposed projects.
  • Inspects construction operations, such as drainage, steel placement, paving or concrete to ensure that work is being performed according to specifications and in conformance with DCR construction permit requirements.
  • Inspects maintenance work to insure conformance with DCR construction permit requirements. May perform engineering surveys, including the operation of transits, levels and other surveying instruments.
  • Collects, compiles and correlates engineering and environmental data; reads manufacturers’ publications and meets with manufacturers’ representatives to keep abreast of latest technical advances, new products, product prices, safety hazards and specifications; maintains records: provides information on such matters as department procedures and applicable standards; operates technical equipment and devices and attends meetings and conferences.
  • Recommend alternate methods of construction and/or substitution of materials specified to resolve problems s they occur.
  • Determine feasibility of proposed construction through on-site inspection, discussions and review of available literature.
  • Performs related duties as assigned.

PERFERRED QUALIFICATIONS

  • Familiarity with an operating construction site.
  • Experience with coordinating multiple construction projects.
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor’s degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in civil engineering** may be substituted for the required experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s License may be required.
