About the role

Join the Commercial Solutions sector in the role of Specialist, Operational Policy Analysis. In this role you will be able to utilize your strong problem-solving, critical thinking and communication skills to support the Multi-Unit Underwriting team in leading the conceptualization, development, and implementation of new and/or existing policies, procedures, processes, products, and/or services.

This is a temporary position of a duration of 12 months.

What you’ll do:

• You will provide expert and comprehensive advice, guidance, and recommendations to Multi-Unit Underwriting team & management on interpretation and implementation of policies, products, and/or services including responding to priority issues.
• You will obtain input from internal stakeholders and clients on issues and opportunities related to policies, products, services and/or systems.
• You will develop a variety of written documentation, presentations, and briefing materials for Multi-Unit Underwriting team.
• You will lead the development and operationalization of procedures & processes for Multi-Unit Underwriting.
• You will ensure procedures accurately reflect reality and meet client needs.
• You will provide effective risk management and audit support and corrective action management.
• You will represent the Multi-Unit Underwriting team as the Subject Matter Expert where required, on committees, task force/working groups, and project teams.

What You Should Have:

• An undergraduate degree in a related field such as Social Science, Business Administration or an equivalent combination of education and experience.
• A minimum of five years of prior related experience including 3 years’ experience in leading the conceptualization, development, and implementation of new and/or existing policies, procedures, processes, products, and/or services.
• Demonstrated analytical, creative, and conceptual skills to effectively contribute to business objectives and strategic direction.
• Strong written and oral communication skills, including presentation, influencing, negotiation and networking skills.
• Demonstrated organizational skills and the ability to prioritize, plan for and complete multiple concurrent tasks.
• A demonstrated ability to analyze business processes and/or procedure design, workflows while making recommendations and providing advice.
• A knowledge of mortgage and housing markets.

It would be nice if you also had:

• A solid understanding of the Canadian housing market (construction, rental, multi-unit development).
• Experience or certification using process improvement methodologies such as Lean Six-Sigma.
• Experience in risk management or audit and evaluation.
• Experience working on initiatives with political and cultural sensitivities.
• SharePoint & Teams experience.

In this role, you will play a key role in the oversight, strategic planning, delivery and reporting of the evaluation function and will serve as an internal expert in program evaluation and evaluation standards, providing advisory services to policy and program clients.

• Provide independent, expert program evaluation advice to support business line managers’ and senior management’s ability to design and deliver programs and achieve outcomes.
• Act as an advisor on program evaluation to inform the development of memoranda to Cabinet, Treasury Board submissions and other corporate deliverables.
• Manage deliverables across all phases of an evaluation project (plan, conduct, report, dissemination, and closeout phases), and provide guidance to support the business lines’ completion of management response and action plans.
• Support program leads to produce evaluation reports, including recommendations for senior management, intended to influence policy and program changes.
• Collaborate with evaluation staff to support evaluation projects, including work conducted by internal evaluation staff and external consultants.
• Provide expert advice to support team leads and the Senior Manager, Evaluation Services, on strategic corporate projects to advance the evaluation function, in line with best practices and/or to support innovation.

What you should have:

• An undergraduate degree in economics, sociology, psychology, political science, program administration, business administration, statistics, or a related field.
• A minimum of one year of demonstrated experience leading program evaluation, research or other projects, particularly providing guidance to others, including external consultants and colleagues, to achieve results.
• Experience with research and analysis of qualitative and quantitative data.
• Knowledge of data visualization techniques to enhance PowerPoint presentations, PowerBI or Microsoft Excel.
• Theoretical and specialized knowledge of standards and best practices relevant to evaluation activities and functions.
• Knowledge and understanding of logic models and Treasury Board guidelines on evaluations.

It would be great if you also had:

• Credentialed Evaluator (CE) or postgraduate degree/certificate in public policy, program administration, program evaluation or a related field, or equivalent experience.
