This Proposal Opportunity:

Palladium is seeking a Monitoring and Evaluation Director Integrated Service Delivery for an anticipated USAID funded program in Nigeria, titled Integrated Health Service Delivery Activity. The purpose of the activity is to strengthen service delivery and integrated primary health care at primary and secondary health facilities in the country through healthcare service and health data quality improvement at health facilities improving access to care at community levels as a continuum of integrated primary health care.

This activity will provide relevant training for health care workers and is expected to build awareness and equip current and future facility-based and public health practitioners with the necessary multi-sectoral skills and capacities to address old and emerging infectious diseases, maternal, newborn and child health diseases. This activity will also strengthen the interoperability between paper-based and electronic health information management systems and improve surveillance and public health functions of primary and secondary health care facilities.

The Nutrition Advisor is a full-time position and will be responsible for leading the design and implementation of the activity’s nutrition program to improve maternal, newborn and child health outcomes. The Nutrition Advisor will be responsible for providing leadership in nutrition capacity building, clinical mentoring and supportive supervision in the technical area of nutrition for an upcoming USAID award in Nigeria. They will provide technical assistance at the country-level and state nutrition advisors to support nutrition-related activities including integrated primary health care activities and support to strengthen community-based services to enhance access, referrals and linkages to the formal PHC system.

*This is a proposal position and is contingent upon an award from USAID. *

Primary Duties and Responsibilities:

  • Provide technical guidance on nutrition-specific interventions through Primary Healthcare and community-based platforms.
  • Guidance must be sound, evidence-based and responsive to the needs of the Nigerian Government and USAID.
  • Provide technical leadership and build local capacity using proven training approaches on promotion of exclusive breastfeeding through the revised WHO guidelines for Baby Friendly Hospital Initiative and Community Initiatives, as well as
  • Comprehensive Infant and Young Child Feeding practices.
  • Provide curriculum review, revision, and master training oversight and follow-up clinical mentoring to promote maternal nutrition (nutrition in pregnancy, nutrition while breastfeeding, management of diarrhea), and nutrition through the lifecycle with emphasis on complementary feeding (6-23 months) and dietary diversity.
  • Provide guidance on how to incorporate high impact nutrition services into antenatal, intra and post-partum care, as well as integrated management of childhood illness and integrated community case management protocols.
  • Provide guidance to facilities (PHC) and community-based structures to enhance community-based nutrition counseling and case detection and referral of MAM/CMAM cases for appropriate treatment and counseling.
  • Liaise with M&E and SPHCDA staff to encourage case management, follow-up, and surveillance of nutritional status.
  • Contribute to annual work planning, training plans and quarterly reports and other required technical reports.
  • Contribute to timely, accurate and appropriate reporting of program activities and results.
  • Ensure quality program implementation consistent with MOH Nigerian Guidelines, global best practices and USAID Nigerian Strategic Directions.
  • Evaluate program progress against deliverables on a quarterly basis
  • With other technical area leads, collaborate on program design, implementation, quality assurance and monitoring of work plan.
  • Coordinate with the other NGO partners to develop and implement feasible facility and community-based approaches.

Key Competencies Required:

  • Master’s degree or higher in Human Nutrition, Public Health or related field
  • Minimum 7 years of experience working in Nutrition in Africa, preferably in Nigeria.
  • Demonstrated expertise in working directly with host-country senior government officials and policy makers in nutrition and MNCH.
  • Experience working with host-country partners, organizations, and institutions
  • Strong skills in design, implementation and monitoring of program components; e.g. services, training, supportive supervision, clinical mentoring, patient counseling, advocacy and coordination.
  • Experience with technical leadership for programs funded by USAID and/or other donor programs in developing countries, with significant Nigeria experience.
  • Strong verbal, listening, writing, and intrapersonal skills essential for effective coordination among several institutions and staff involved in a broad range of activities.
  • Fluent in English, (written and oral communication)
  • Willingness to travel throughout Nigeria as necessary.

About the Opportunity

The Nutrition and Food Services, Utility Worker works in the patient and retail food service setting. Reporting to the Manager / Food Service Supervisor, the Utility Worker may be responsible for preparing and serving meals and supplies to patients, residents, Veteran’s, staff, families and customers. Additionally, they are responsible for cleaning and sanitizing patient trays, related equipment and workplaces. The Utility Worker supports safe food handling procedures and provides overall service excellence. The Utility Worker performs a number of key work activities across the site.

Key Work Activities: Percentages of time allocated in the Key Work Activities are dependent upon the site and role they fulfill.

Responsibilities include but are not limited to:

Patient Meal Selections (Customer Service)
Answering patient phone calls and entering meal selections on a computer as applicable
Visiting patients in their room and entering meal selections on an electronic tablet

Product/Food Preparation/Assembly and Service
Assemble, portion, and serve patient, and visitor meals
Portion and assemble nourishments, special feedings, beverages, menu items, prepare “mix & serve” menu items
Salad and sandwich preparation

Delivery and Collection
Delivery and distribution of selective menus and patient meals
Delivery of nourishments, supplies (food and non-food)
Collection of soiled patient trays

Food Handling
Participating in receiving and storing supplies (food and non-food) using First In First Out (FIFO)
Receive and interpret patient diet/meal orders; confirm patient meal requirements
Inventory management

Menu Duties
Generate and print menus, reports, tallies and labels
Printing Meditech/STAR report and comparing to CBORD/ Vision reports

Food Safety and Sanitation
Clean and sanitize dishes, utensils, equipment, and work area
Maintain basic work area safety and sanitation
Safe food handling and hygiene

About You

CHILD SAFEGUARDING:
Level 3: The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 4.

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. ROLE PURPOSE:
The role is to support the implementation of the Nutrition component under UNICEF Award project in Borno.
SCOPE OF ROLE:

Reports to: Nutrition Coordinator
Staff directly reporting to this post: Nutrition Assistant
Technical responsibility: Yes
Budget responsibility: None

KEY AREAS OF ACCOUNTABILITY
MAIN RESPONSIBILITIES
The post holder will receive a context specific ToR for each deployment, which will draw upon the responsibilities outlined below.
Programme Support (typically will be at field level):
Working closely with the Nutrition Coordinator, the Nutrition Program Officer will do the following;

 Support the Nutrition in ensuring quality screening of all children under five years (6-59 months) and referral systems are in place for all children in the target location and conduct follow-up visits on children referred.
 Promote, protect and support optimal Maternal Infant and Young Child Nutrition MIYCN practices.
 Support Infant and Young Child Feeding in Emergency (IYCF-E), identification of lead mothers, training of health workers and community volunteers.
 Daily supervision of support group meetings in communities.
 Facilitate the formation of Mother to Mother and Father to father support groups meetings and conduct supportive supervision/spot checks during support group meetings.
 Provide counseling to caregivers of children with Moderate Acute Malnutrition.
 Community Management of Acute Malnutrition (CMAM) services.
 Collate and compile program monthly data reports.
 Prepare transport requests for field trips to the program-implementing communities.
 Participate in the training of lead mothers and support group members on Food Demonstration
 Working closely with the Nutrition officer, ensure timely implementation of nutrition activities.
 Provide capacity building and trainings to community nutrition mobilizers, health workers and Community Nutrition Mobilizers on IYCF-E and referral mechanism.
 Ensure monthly and quarterly follow up with Community Mobilizers and community leaders through review/feedback meetings.
 Working closely with the project Food security and livelihood (FSL) team to promote a more robust integration of FSL-Nutrition linkages in an attempt to solving the underlying causes of malnutrition
 Ensure that identified SAM and MAM cases are registered in the FSL e-voucher food distribution.
 Work closely with the MEAL team to ensure that data are captured in a correct and accurate manner
 Assist the nutrition team in giving supportive supervision to community volunteers.
 Compile and submit reports on weekly progress report
Capacity Building:
 Identify learning and training opportunities for partner staff and communicate this to the Nutrition Program Officer or Nutrition Coordinator.
 Ensure all OTP/SFP team members are familiar with their posts.

Representation & Advocacy & Organisational Learning:
 Coordinate Save the Children’s work with other agencies and government and support interagency forums to advocate for children’s needs. This may involve working groups in IDP camps, host communities, or project sites.
 Contribute to communications and media work as required through correction of data and information and sharing with the project heads

General:

QUALIFICATIONS & EXPERIENCE
Essential
 Health / Public Health / Nutrition / BSc or equivalent with minimum of 2years progressive experience post NYSC
 Experience in Nutrition and community based programming
 Experience of emergency nutrition work (preferably CMAM) and implementation of feeding programs, including monitoring and evaluation
 Proven capacity of management, leadership and teamwork
 Excellent communication skills and a willingness to be respectful, kind, sensitive and empathise with all beneficiaries and their carers
 Commitment to and understanding of Save the Children’s aims, values and principles
 Fluency in written and spoken English and local languages
 Computer literate

Desirable
 Master trainer and good facilitator
 Experience in conducting nutrition assessments and an understanding of nutritional surveillance and information systems

The Opportunity

The Senior Quality Engineer will function as the regional SME providing Validation support, consultation, and training to Abbott Nutrition (AN) manufacturing sites. This position will also interface with other regional SMEs to capture and share best practices globally.

WHAT YOU’LL DO

Primary Job Functions:

Lead global community of practice meetings to exchange best practices.

Develop and track validation related metrics.

Provide validation training and consultation services on validation policies and practices.

Work closely with regional engineering and site quality personnel providing expertise and guidance for verifying and validating new products and processes.

Collaborate on the definition of the validation & verification strategy, including risk management mitigations, verification and validation plans, protocols, and reports.

Assess validation documentation from DQ through protocol execution from a technical and quality perspective, provide feedback and coaching to improve division-wide validation execution, and escalate potential gaps to leadership

Provide risk management training and facilitation for FMEA development sessions.

Review, analyze and provide recommendations for verification and validation test data, including sampling strategy and statistical analysis

Provide guidance on resolving deviations associated with verification and validation activities.

Collaborate on quality system owner functions such as procedure and template writing and continuous improvement updates and global CAPA impact assessment at the division and site level

Attend site and project VRBs to support validation strategy development, protocol review, and provide coaching and feedback to VRB members.

What You’ll Work On

EDUCATION AND EXPERIENCE, YOU’LL BRING

Required:

Bachelor’s Degree in engineering, science, or technical related field.

Engineering degree is preferred

Preferred:

5 years or more experience of experience in design/process verification and validation in a regulated environment such as Medical Devices, Pharmaceutical Products or Food Manufacturing.

Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity. FHI 360 has been working in Nigeria for over 30 years and responded to the humanitarian crisis in the NE for five years. In anticipation of a new project, and in support of ongoing ones, FHI360 seeks an experienced Technical Officer, Health & Nutrition Services to support our response to the humanitarian crisis in NE Nigeria.

Basic Function:

The Technical Officer (Health & Nutrition Services) will provide technical and programmatic support to design and implement high quality care and support activities with primary focus on clinical management of integrated medical services at the LGA level.

Duties and responsibilities:

  • Provide day to day technical and programmatic support related nutritional and integrated medical services at the facility level guided by strategies and approaches related to the implementation programs.
  • Contribute to the development of lessons learned from programs and projects related to nutritional and integrated medical services and apply these lessons to modify existing programs and improve the design of new programs. S
  • upport assessment and provide situation reports in the field locations to inform program design and implementation.
  • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks. Contribute to the development of program strategies, subproject documents and work plans.

  • Build capacity of Community Health Workers (CHWs) through organized trainings.

Knowledge, Skills & Attributes:

  • Knowledge of health and nutrition in humanitarian programs.
  • Clinical management and training experience and ability to understand full range of issues around the integrated program.
  • Knowledge of Nigerian clinical settings, including government and non-government settings.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues in the communities.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English and Hausa communications Ability to work in an environment where there are physical discomforts associated with change in weather or discomforts associated with noise, dust or dirt.

Qualifications and Requirements:

  • Master’s in Public health/ MB.BS/ MD /relevant degree with at least 3-5 post NYSC years relevant experience in program management and clinical care with a sound understanding of humanitarian integrated health program delivery in resource-constrained settings.
  • BSc in Nursing, Health or similar related degree with at least 5-7 post NYSC years of program management and clinical care with a sound understanding of humanitarian integrated health program delivery in resource-constrained settings.
