Job description: What You’ll Be Doing

Organizations can unlock more value in their supplier diversity programs by including higher-growth sectors and promoting diversity across the business ecosystem. The Minority and Women Business Enterprises (MWBE) Program Manager supports the growth of minority procurement and minority and women business enterprises within Wake County. This Program Manager will lead Wake County’s efforts for MWBE outreach, program implementation and internal process development.
The MWBE Program Manager will:

  • Plan, develop and oversee implementation of programs, procedures and policies to increase contact between MWBEs and county departments
  • Lead in the development and implementation of procedures concerning MWBE participation, and compliance functions, including: development and timely submission of substantive plans for Wake County MWBE participation goals; collection and compilation of reports on MWBE utilization; support for departments with compliance auditing and approval of audit methodologies; and monitors, prepares and provides statutorily required reports
  • Oversee MWBE certification through the NC Historically Underutilized Businesses (HUB) Office and customer services programming, consisting of various technical and financial assistance initiatives to help MWBEs bid on and secure government contracts, access financing, improve operations, and grow their businesses
  • Participate in working groups, task forces, and forums on MWBE issues and opportunities, and ensure the visibility of Wake County MWBE activity throughout the stakeholder community

Conduct MWBE forums to advise communities of upcoming new contract opportunities that span a variety of industry categories (construction, architecture & engineering, professional services, other services, and goods)

This positions offers a flexible hybrid work schedule with time in the office required.

The Basics (Required Education and Experience)

  • Bachelor’s degree in public administration, business administration, urban planning, finance, accounting, or a related field
  • Three years of job-related experience

Equivalent experience and education will be accepted

Beyond the Basics (Preferred Education and Experience)

  • Masters in Public Administration
  • Five to ten years in designing MWBE participation strategy
  • Five to ten years of demonstrated successful and progressively responsible experience in program management in the administration of community, education, and/or social justice programs focused on the implementation of diversity and equity programming
  • Experience researching, developing, managing, and implementing diversity, equity, and inclusion strategies and programs, preferably in the public sector
  • Experience in local or state government

  • Demonstrated knowledge in current best practices to address procurement disparities and support building the capacity of MWBEs
  • Strong project management skills, specifically leading and directing projects are critical. The ability to demonstrate urgency for project tasks, particularly as it relates to initiating meetings, follow-ups, and communications to keep projects moving forward
  • Ability to plan and deliver effective and engaging presentations and trainings to a variety of audiences
  • Highly organized with a keen attention to detail, ability to juggle multiple priority projects at once and meet established deadlines
  • Ability to work well with different team members and manage lateral reporting relationships. Ability to engage, influence and mobilize others, working at multiple levels within an organization
  • Ability to gather, organize, edit, analyze, synthesize and communication large amounts of information
  • Ability to effectively communicate verbally and in writing
  • Flexibility and adaptability, along with meeting facilitation skills

Employment Type: Regular

Work Schedule: Monday – Friday, 8:30 am – 5:15 pm

Hiring Range: $64,971 – $110,454
