The Public Works Parks and Open Space Division is seeking to hire an experienced dynamic Park Operations Maintenance Supervisor. We are looking for a person who demonstrates excellent communication and organizational skills paired with experience in leadership, customer service and asset management.
This position is a member of the Park Operations Leadership Team and is responsible for coordinating maintenance activities and projects throughout a region of Eugene’s developed parks system.

Responsible for custodial duties in parks and related restroom and shelters, turf and horticultural practices in park landscapes and specialty gardens, playgrounds, sports-fields, irrigation, lighting, parking lots and dog parks within assigned region or area of supervision.
Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
Develops and monitors assigned budgets. Manages accounts payable and procurement card processes for the program areas supervised.
Analyzes and evaluates current operational procedures and maintenance programs, develops, and implements short and long-range programs and strategies.
Directs assigned staff and may direct other public works and technical personnel during emergencies such as ice and snow events, major street failures, flooding, windstorms, landslides, and other types of emergencies in parks or rights-of-way areas.
Evaluates completed maintenance activities, repairs, or construction to ensure all work being performed adheres to established standards, policies or regulations.
Serves as a member of the rotational on-call supervisors and managers team that responds to Public.
Works after hours call outs and emergencies.

Qualifications

Experience:
Five years of increasingly responsible experience in field maintenance operations, including two years of supervisory responsibility or four years of responsible lead-worker or experience.
Training:
Equivalent to an Associate Degree in area of responsibility or closely related field.
License or Certificate:
A valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving
records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Oregon Department of Agriculture Public Pesticide License (Category 802 Ornamental & Turf Herbicide) must be obtain within 12 months of employment.

Principles and practices of engineering related to street and storm drainage systems.

Pertinent federal, state, and local laws, codes and regulations such as commercial driver’s licensing requirements, drug and alcohol testing procedures, and confined space entry techniques.

Modern office procedures, methods and relevant computer equipment and systems.

Serve on-call evenings and weekends and respond to Public Works emergencies when called.

Overview
The Utility Maintenance Worker II performs a variety of low-skilled and semi skilled labor assisting in the cleaning, maintenance and repair of streets, storm drains, sewer lines, maintenance of airport grounds and facilities, construction and maintenance of water or wastewater mains, and maintenance of public facilities, lakes, and dam. Operates a wide range of equipment to perform maintenance activities.
Essential Functions
Performs maintained work setting forms, mixing and pouring concrete, spreading and laying asphalt, and spreading crack seal for the maintenance and repair of sidewalks, curbs, and gutters or streets; operates air and jack hammer to break out old concrete or asphalt when making repairs.
Lays various pipes for storm or sanitary sewers, drains, and water mains to ensure proper flow is maintained.
Loads and unloads tools, construction material, and equipment onto trucks to ensure necessary tools are available for repairs to be made.
Flags traffic and sets out barricades, cones or other safety devices to help ensure the safety of the crew and the public.
Digs ditches and trenches grading to specific evaluation; trims, shovels, cuts, and cleans up debris and removes vegetation.
Assists in cleaning drainage ditches, inlets, storm drains, and sewer lines using various power operated equipment to remove debris or stoppage.
Drives dump truck, tractor driven mowers, or other equipment to transport tools, equipment, supplies, or material to and from the work site.
Performs preventive maintenance on equipment to ensure proper operating conditions; tracks inventory of equipment and follows safety and disposal guidelines for chemicals and other repair fluids.
Cuts grass, removes litter and weeds, cleans floors and facility grounds to maintain upkeep of facility, street medians, and vacant lots removing any hazards and ensuring safety of tenants; provides landscape maintenance at golf course and on other public areas.
Performs Facility Safety Inspections, MED Inspections, and checks for fire extinguishers; reports any problems to supervisor.
Performs any and all other work as needed or assigned.
Knowledge and Skills
Knowledge of equipment and tools used in various construction repairs.
Knowledge, use, care of hand and power tools, such as jackhammer, cement mixer, and power auger.
Knowledge of surface preparation/adaptability of various surface materials
Knowledge of standard colors, configuration, and placement of lane markings and traffic signs.
Knowledge and understanding of safety procedures.
May require knowledge of custodial, carpentry, plumbing, painting, mechanics, landscaping, and specialized equipment.
Ability to read and understand MAPSCO.
Ability to operate a variety of simple to complex power tools or power equipment used in construction or landscaping.
Ability to perform a variety of moderate to heavy physical labor for extended periods.
Ability to lift and work with heavy equipment.
Ability to follow drawings, designs, and oral/written instructions from a supervisor, which has several steps, procedures.
Communicating effectively verbally and in writing.
Establishing and maintaining effective working relationships.
Minimum Qualifications
