Job description: Executive Office of Housing and Livable Communities (EOHLC) is seeking a Housing Search and Landlord Outreach Coordinator in the Division of Rental Assistance!

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

OVERVIEW OF ROLE:

The Housing Search and Landlord Outreach Coordinator within EOHLC’s Division of Rental Assistance (DRA) will play a critical role in building relationships with rental property owners and identifying potential housing units for participants in EOHLC’s voucher programs. This person will be expected to explore strategies for making it easier for renters with vouchers to find suitable units and lease up quickly, as well as strategies for improving property owners’ understanding of and experience with voucher programs.

This position requires an energetic and adaptable self-starter with strong communication, presentation, and data analysis skills, knowledge of the rental market, ability to develop and implement creative strategies, and ability to work both independently and in collaboration with a variety of stakeholders. Knowledge of and experience with rental assistance programs and/or real estate is strongly preferred.

Occasional travel and evening work may be required in this position.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1) Research & Data Tracking

· Research and utilize existing datasets, listservs, associations, Multiple Listing Service (MLS) listings, apartment rental websites, etc. to develop a dynamic contact list of rental property owners across the state

· Develop a database of property owners who have expressed interest in renting to voucher holders and/or have rented to voucher holders in the past, along with information about their units

2) Outreach & Relationship-Building

· Utilize mail, email, and other media to disseminate information to property owners about how they can participate in voucher programs, what the benefits are, etc.

· Build trusting relationships with property owners and real estate professionals across the state

· Lead intensive recruitment campaigns when new vouchers are made available to specific populations and need to be issued and leased quickly

· Make introductions between property owners and their local Regional Administering Agency (RAA) as appropriate

· Represent EOHLC at external property owner outreach events

3) Presentations

· Facilitate information sessions (both virtual and in-person) for property owners

· Collaborate with RAAs to offer workshops, information sessions, appreciation events, and other outreach for property owners

· Provide workshops on specific topics of interest for property owners

4) Oversight & Technical Assistance

· Provide oversight, guidance, and technical assistance to RAA staff who are responsible for housing search and landlord outreach

· Develop standardized materials and data tracking tools for RAA staff engaged in housing search and landlord outreach

· Facilitate meetings and share best practices across RAAs

5) Customer Service

· Answer general questions about voucher programs from property owners

· Solicit feedback from property owners about challenges they encounter with voucher program rules and/or administration

· Assist with resolution of case-specific issues escalated by property owners participating in EOHLC’s voucher programs

6) Collaboration & Project Development

· Collaborate with other EOHLC staff on fair housing education for property owners

· Collaborate with Supporting Neighborhood Opportunity (SNO) Mass staff to specifically recruit property owners in “high-opportunity neighborhoods”

· Help DRA determine which (if any) types of landlord incentives may be most effective, and assist with implementation where appropriate

· Assist DRA staff with the development of online tools, portals, etc. that would be helpful for property owners

PREFERRED QUALIFICATIONS:

1. 3-5 years of experience in real estate, housing search, rehousing, and/or rental assistance programs.

2. Ability to lead public presentations and trainings to large and small audiences.

3. Ability to develop positive working relationships with a variety of partners and stakeholders.

4. Ability to analyze and synthesize program data, draw conclusions, and make appropriate recommendations.

5. Ability to recognize problems and effectively implement solutions.

6. At least intermediate demonstrated proficiency using Microsoft Word, Excel, PowerPoint, and Outlook.

7. Knowledge of fair housing laws

8. Experience with negotations

9. Experience with voucher management software

10. Occasional travel and evening work may be required in this position.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in real estate management, property management, public housing program management, public housing program development or public housing program administration, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate’s degree with a major in real estate, public administration, business administration or business management may be substituted for a maximum of one year of the required experience.*

II. A Bachelor’s degree with a major in real estate, public administration, business administration or business management may be substituted for a maximum of two years of the required experience.*

III. A Master’s or higher degree with a major in public administration, business administration or business management may be substituted for a maximum of
three years of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator’s License may be required.
