In order for Global Technology Services (GTS) to manage and oversee its multiple commitments to improving the Delivery and Change environment, supporting the business across key strategic initiatives and ensuring successful delivery of the technology projects supporting revenue growth, the role of GTS CIO Transformation, Governance & Control and International has been created. The role will be a direct report of, and accountable to, Brian Franz, Global CIO.

The role is also accountable for the Technology Control Owner Enablement team, managing on behalf of all the first line of defense control owners adherence to standards and policies. Driving a risk excellence culture with our control owners is an essential part of our governance ensuring overall compliance/conformance to constantly evolving standards. The role will be responsible for execution of all regulatory, and audit related issues and projects.

This role will be responsible for:

  • Executing, managing and delivering the key strategic technology programs, supporting key business initiatives and executing on our regulatory agendas across multiple legal entities (US, UK, Ireland, Europe, APAC)
  • Defining and leading on a control enhancement program of work, to review, enhance and remediate the control effectiveness and associate assurance testing across technology
  • Develop, implement and execute a program execution framework, outlining technology program management to ensure effective execution of the technology strategy
  • Embed Effective Governance, Risk and Internal Control, supporting the implementation and maintenance of robust internal control environment across the technology function
  • Collaborate with the second and third line to develop, manage and report on processes for active audit findings and MRA/MRIA management
  • Responsible for integrating and reporting on all “Issues”, including Audit and regulatory to ensure deadlines are met through robust planning and execution.
  • Liaise and align with regulatory relations team and regulatory engagement activities lead on regulatory engagement for Technology
  • Drive continuous evaluation of effectiveness (and efficiency) of management governance processes/programs

Additionally the role owns the delivery of all technology services to the regional business across International, including APAC, UK, and Ireland. It will act as an ‘air traffic control’, executing, monitoring and prioritizing across many initiatives, projects and processes that make up a comprehensive transformation agenda. Combined with a focus on measurable progress, ensuring that all tech-enabled transformation progresses at pace, supporting the organization to adapt and adopt new technologies at pace to achieve ambitious performance goals.

The role will have accountability for establishing a full technology enterprise governance model for critical programs, facilitating consistent change/agile management delivery across these key initiatives, including defining and implementing consistent reporting, management information including setting key objectives and key results (OKRs) for every program. With core technology expertise the role will be accountable for coordinating and managing the performance of cross-functional efforts between the business and technology.

The role will act as a key execution partner across all technology functions, managing technology modernization, cloud migrations, data centre strategy, application modernization, The role will be key business partner in the execution of change for our business partners across product and our global delivery functions, managing a multi-million budget investment to simplify, optimize and deliver strategic product capability across Payments, Cash and Custody supporting the business to win revenue. An important aspect of the role will be to ensure we meet our global regulatory agenda through the execution of strategic and remediation programs of work.

Key to the role will be the development of clear plans, defined ownership and accountability of actions and deliverables, managed to aggressive and immovable timelines. Critical interfaces (typically at senior executive (EVP) level and will be with clients, product, sales and GD and State Street FLOD/SLOD and Compliance. This will require thorough MI, pertinent analysis, precise status reporting, and frequent, comprehensive Senior Executive briefing presentations covering the full portfolio of change.

Being the CIO for our International business, plays a critical role in ensuring that we can deliver all technology services to our regional businesses. This role will be the main technology interface from our global delivery teams into our regional businesses. Supporting their business strategies with technology led solutions, ensuring that our business as usual services are provided in a stable and consistent manner to support the business in achieving their business goals.

Managing, monitoring and ensuring continuous delivery of quality IT services through oversight of intra-group and third-party service level agreements with the Business. Ensuring IT system operation and data management practices adhere to applicable laws and regulations, Business Continuity policy and standards and Operational Continuity and Resiliency policy requirements. Manage and monitor these practices on an ongoing basis, reporting any escalations to the appropriate governance committee and/or legal entity boards.

Experience:

  • Extensive, in-depth relevant experience in program management, including experience of leading multi-year, cross-functional or enterprise-wide programs specifically across both operations and technology functions within global financial services
  • Technology skills specifically in relation to Cyber, Cloud based technologies, large scale technology (Infrastructure and application) migrations.

Independently schedules and assists management in planning agendas for board and committee meetings; ensures regulatory and corporate governance requirements are met, prepares board material, including resolutions; manages the preparation of meeting material; circulates documents for signature as required; ensures post-meeting activities such as the preparation of minutes and regulatory filings are completed; maintains minute books; and ensures the online corporate database is updated on a timely basis. Tracks Board commitments arising from meetings, checks to determine if commitments are being addressed and escalates issues to management or the Chair as required.
  • Provides support for all subsidiaries under portfolio. This includes coordinating materials for the directors and executives of the subsidiaries, ensuring complete and accurate packages as well as appropriate and timely distribution, by reviewing packages prior to distribution, resolving issues, assisting in production as required to meet tight deadlines.
  • Coordinates and assists in the preparation of board orientation materials as may be required.
  • Coordinates minute book reviews for internal and external auditors and regulatory bodies, maintaining secure custody of corporate information.
  • Prepares corporate documentation and notifications to reflect corporate transactions, including acquisitions of new corporate entities, amalgamations, or dissolutions, working closely with internal and external counsel, business areas, Finance and executive management to ensure company corporate records reflect the transaction.
  • In addition to receiving direction from the Senior Legal Counsel, the incumbent works closely with Senior Legal Counsel to manage issues related to the subsidiaries. The incumbent is expected to ensure adherence to regulations, policies and procedures and must anticipate and prepare for compliance and support issues and escalate and manage issues as required.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

The Public Agency Secretariat (PAS), Public Service Commission, establishes standards and requirements, and promotes and monitors the implementation of good public agency governance, recruitment, and appointment practices for agencies, boards and commissions (ABCs). The role of the PAS in achieving this vision is to build collaborative relationships with departments and public agencies to develop a continuous improvement approach in the areas of governance leading practices, policy, accountability, compensation, and recruitment.

Role Responsibilities

The main areas of responsibility for this position are:

1. Public Agency Governance Policy:

Government-wide implementation and review of policy and legislative frameworks to promote a consistent approach to governance.

Accountability and evaluation: enhance transparency through a coordinated approach for public agency compliance, reporting, accountability, and evaluation activities.

2. Integrated Policy:

Provide ongoing, strategic and day-to-day support and advice to departments on the implementation of the government’s legislative and policy framework for agencies.

Apply a system thinking approach, in particular the identification of impacts, interconnections and/or unintended consequences across policy areas to identify innovative and effective policy approaches/alternatives.

Anticipate stakeholder reactions, and proactively plan to manage issues and build relationships.

Conduct e-scanning and jurisdictional scanning on governance issues and trends.

3. Accountability and Evaluation:

Build collaborative relationships with departments and other stakeholders to ensure alignment with government priorities and promote consistent reporting, effective accountability mechanisms and rigorous evaluation activities.

Lead and coordinate, as appropriate, the process for reviewing agencies every seven years.

Develop and implement processes to ensure compliance with APAGA and the Policy.

Advise department and public agencies on the review and evaluation of governance documents, such as mandate and roles documents, codes of conduct and board member evaluations.

Work collaboratively with departments and provide expert advice on the establishment, review, and dissolution of agencies.

Lead the development and refresh of document templates to support consistent reporting, effective accountability mechanisms and rigorous evaluation activities.

4. General Activities:

Respond in a timely manner to inquiries from public agencies and departments related to governance practices and legislation.

Inform and advise the Director about sensitive issues and associated risks to ensure the success of processes, frameworks and legislation and recommend needed changes.

As project manager, lead the completion of key policy and legislation deliverables, based on a thorough understanding of stakeholder perspectives and the policy environment.

Support and provide cover-off for the Director and branch colleagues as required.

Manage and oversee the Public Agency Database, PAS Inbox, and monthly reporting process by working closely with Branch Policy Analysts.

Ensure that PAS initiatives, policies, programs, and services are developed, implemented, and aligned with broader Government of Alberta (GoA) policies and strategies.

Qualifications

University graduation in a related field (business, social sciences or equivalent) plus four years related experience; or equivalent as described. Project management experience and education is preferred.

A related two-year diploma from a recognized post-secondary institution and six years related experience;

Asset:

Strong understanding of the workings of government, including the decision-making process, agency governance, and the appointment process. This includes knowledge and understanding of the political environment and its implications, and the ability to maintain objectivity.

Perth and Kinross Integrated Joint Board (IJB) is looking to appoint a Chief Finance Officer and Head of Governance & Performance to provide leadership, management, and direction on all aspects of financial governance and financial management to the IJB and Health and Social Care Partnership (HSCP) as the statutory section 95 Officer.

The postholder will be the accountable Officer for the financial management and administration of the Integrated Joint Board (Section 13 of the Public Bodies (Joint Working) (Scotland) Act 2014). You will be responsible for all strategic financial advice, information and support to the Integrated Joint Board and its Chief Officer as well as for financial administration and governance within the Health and Social Care Partnership.

The role also includes leadership and accountability for sound corporate governance and risk management arrangements to maximise success in delivering our strategic priorities. As we implement a new senior leadership structure you will lead and manage high quality integrated functions within the HSCP and ensure compliance with legislation and best practice in financial management, financial administration, performance, risk, and corporate governance. As a member of the HSCP senior leadership team you will contribute to and participate in the setting of the strategic direction of health and social care services in NHS Tayside and Perth & Kinross Council and for ensuring best value.

Job Title: Associate Director for Communications and Engagement Location: Centre for Climate Engagement, Hughes Hall, University of Cambridge Reporting to: Director, Climate Governance Initiative Contract Type: Fixed term to July 2025 Probation Period: Six months Salary Range: Grade 10, SP59-SP61 (£61,198 – £64,914) Hours of Work: 37.5 hours per week (Monday to Friday) Blend of office and home-working; pattern to be agreed. Annual Leave: Annual paid leave of 25 days plus public holidays. Adjusted pro rata for part time hours. Mental Health Peer Support Programme: All staff members have access to the College s Mental Health Peer Support Programme, supporting Mind s Mentally Healthy Universities initiative Job Purpose This is a new senior and strategic role that will bring energy and enthusiasm to a growing, international initiative with huge potential for driving impact in board rooms around the world. The overall purpose of the role is to provide leadership, oversight and coordination of the Initiative s communications and engagement agendas. The post holder will primarily be responsible for the creation, development and project delivery of the strategic communications and engagement framework in which to position Initiative s current and future programme agenda, funding and operation to create ongoing growth and impact. The Associate Director for Communications and Engagement takes the lead, on behalf of the Director, to ensure that the Initiative s engagement and communications agenda is properly resourced, planned and administered. The role-holder will be responsible for all aspects of the Initiative s communications and engagement management, including supervision of Branding, Communications, Content, Knowledge Exchange, Engagement, Chapter Engagement, and Chapter Development. Externally, the role-holder will be expected to liaise and network with key stakeholders. This will include representing the Initiative as required at external meetings. Internally, the role holder will be a member of the Initiative s Leadership Team, will lead the Content and Communications Committee, and the Chapter Development Committee. The Associate Director for Communications and Engagement will report to the Director, who leads the Climate Governance Initiative team. The role holder will lead and manage the Initiative s Communications, Engagement, and Knowledge Exchange teams. The role holder is expected to act with a high degree of independence, to work proactively and on own initiative. Main Duties • Lead on the creation, development and implementation of the Initiative s communications and engagement strategy for international business, policy and academic engagement, in alignment with the Climate Governance Initiative s overall strategy and vision. Balance the potentially conflicting priorities of partners and stakeholders. Draw on the Initiative s and Chapters existing resources and networks to support these processes. • Lead on the Initiative s internal and external communications and engagement activities, including regular international events. Prepare and design publicity and promotional materials to be presented on the Initiative s website to raise the profile of the Initiative. Identify suitable opportunities to produce case studies and white papers. Prepare media releases and promotional material as required. • Lead the work with key Chapters, and especially their Communications and Engagement teams, ensure that Chapters outputs are supportive of and supported by the Initiative s communications and engagement strategy. • Create a strategy to identify and approach potential new international communications and engagements partners, in conjunction with Initiative s Partnership team, while liaising to ensure existing relationships are nurtured. • Supervise the Initiative s communications workstream, including content creation and knowledge exchange, providing advice and strategic direction as required. Manage the creation, development, and implementation of a cohesive communications strategy for the Initiative, working closely with the Content and Knowledge Exchange Teams, to ensure widespread dissemination. Monitor the delivery of the strategy and communications channels used to ensure they are responsive to evolving audience needs. Supervise external consultants working with Initiative in the communications arena. • Manage and oversee effective communication via the Initiative s website, Climate Governance hub and social media channels, including production of content for strong knowledge exchange. • Supervise the Initiative s engagement workstream, including the Chapter engagement, and Chapter development programmes, visits by senior individuals from government, academia, business and industry; roadmapping, workshops and seminars; and appropriate publicity for the projects. Supervise external consultants working with CGI in the engagement arena. • Work closely with Initiative s Head of Operations to ensure that communications and engagement projects comply with funder requirements, solving any problems that may arise from conflicting requirements. • Produce clear and concise reports on complex matters on CGI activities for the senior stakeholders, including the Initiative s Governing Board, and various audiences as requested. Provide advice and guidance to the CGI leadership team and Chapters on matters within the engagement and communications areas. • Lead on the production of regular stakeholder surveys, collating and reporting on feedback and communicate improvements and changes in response to the surveys. • Represent Initiative at external meetings. Act as a first point of contact for stakeholders wishing to engage with the Initiative. • Design and run internal and external workshops and events on behalf of the Initiative, developing presentations and materials as required. • Lead the development and implementation of the CGI brand strategy, ensuring consistent use of the CGI brand on materials and events across the network in line with the existing brand guidelines, including for new Chapter launches. • Develop an awareness and understanding of the external climate governance marketplace, keeping up-to-date on other organisations in the same area. The above is not an exhaustive list of duties. The post-holder may be asked to take on different tasks as required. All employees are expected to work collaboratively to support the overall work of the initiative. The Associate Director for Communications and Engagement will be required to work on site but may also work for part of the week remotely. Working pattern to be agreed with the Director. Given the global nature of the Initiative, the role will require some flexibility on working hours outside of standard office hours, and some national and international travel.
