Job Summary:

Major Responsibilities:

  • Reviews and approves alternative solutions, alternative compliance solutions and life safety studies in accordance with the requirements of the OFC.
  • Carry out inspections of buildings with TFS Inspectors and/or Investigators to gather relevant facts to generate technical reports that can withstand challenges from professionals for use of TFS and the Fire Safety Commission where an appeal has been filed under the FPPA and/or judicial proceedings.
  • Review and provide advice to Fire Prevention and Fire Investigation staff on the merits of Inspection Orders.
  • Provide advice on the options available to TFS to take remedial actions pertaining to fire and life safety and preparing documents required for Immediate Threat to Life actions, Orders to Close and Authorizations to Close.
  • Assess the merits of filing an appeal to the Fire Safety Commission for orders rescinded by the Office of the Fire Marshal and Emergency Management (OFMEM) in the interest of fire safety.
  • Guides and provides advice to the public, consultants, building owners and other City of Toronto divisions, agencies, boards and commissions on all matters related to the application of the OFC, the OBC as it relates directly to the OFC and associated standards and regulations (ULC/UL, CSA, NFPA, CGA, etc.) pertinent to fire and safety.
  • Develops guidelines and advisories dealing with a wide range of subjects regarding fire prevention and protection.
  • Assesses and makes recommendations on code compliance reports and audits submitted for upgrading structures, renovations, developments and retrofitting buildings based on sound engineering practice. Evaluates conformance with the applicable regulations.
  • Provide evidence in Provincial Offences Court, Civil Court, Fire Safety Commission, Public Inquires and Coroners Inquests as required.
  • Develops a variety of communication materials on technical subjects, including writing articles, opinions and assisting in the development of internal policies.
  • Maintains an up-to-date knowledge of technical developments as they pertain to fire protection, safety including relevant legislation, industry standards, regulations, publications, abstracts and research bulletins.
  • Participates in internal reviews and quality assurance processes related to disclosure material, fire investigations and other legal instruments prepared and issued pursuant to the FPPA.
  • Develops courses, trains, lectures and coaches fire prevention staff.
  • Assist in the drafting of by-laws pertaining to fire issues.
  • Prepares engineering reports and specifications for various operating procedures, code interpretations and construction methods.
  • Review and comment on drafts, amendments and proposals for regulatory/statutory changes and national standards on behalf of the chief or the deputies for various Ontario ministries and national standard organizations as they relate to fire safety to ensure that Toronto Fire Services has viable input.
  • Represents the Fire Chief on various technical committees, both provincial and national.
  • Conduct code compliance, building performance and environmental impact reviews of firesand explosions.
  • Lead and participate in research groups in preparing technical reports on fire safety systems.

Key Qualifications:

  • Must be a qualified Engineer as defined by Professional Engineers Ontario (PEO), and must be registered with Professional Engineers Ontario, or licensed as a professional engineer in good standing in another Canadian engineering association with ability to obtain license with Professional Engineers Ontario.
  • Experience in conducting fire investigations conducted in accordance with Fire Marshal directives and Office of the Fire Marshal and Emergency Management (OFMEM) technical and public fire safety guidelines.
  • Experience in the design and installation of fire alarm systems.
  • Experience in the design, development and delivery of fire prevention and protection training.
  • Experience in preparing cases for and providing evidence in Provincial Offences Court, Criminal Court, Coroner’s Inquests, Public Inquiries, Fire Safety Commission, etc.
  • Extensive knowledge of the Ontario Fire Code.
  • Considerable knowledge of the Ontario Building Code (completion of Fire Protection Building Code qualification examination is an asset), CAN/ULC standards as they relate to fire protection, NFPA Standards, etc.
  • Exceptional communication skills (oral and written) that includes excellent report writing, briefing material preparation and strong presentation skills, and able to deliver to various levels of staff and other groups.
  • Must be able to work in all weather conditions.
  • Must be available to respond to emergencies or other work situations beyond the regular working day, as required, often on short notice.
  • Must be able to work days, evenings, weekends and statutory holidays as required.
  • Possession and ability to maintain a valid Province of Ontario, Class “G” Driver’s Licence.

About this role

Reports to the Project Engineering Manager. Responsible for all technical aspects of assigned projects, from receipt of order, creation of design & manufacturing documents & BOMs, final customer checkout, and installation documents for fire suppression projects. Determine the hardware and operational logic requirements of proposed, existing or new projects. Establish engineering schedule and plan work to meet schedule. Prepare, maintain and release documentation for the review, manufacturing, programming and testing of fire suppression, fire and gas detection, and notification systems.

Key Responsibilities

Works closely with Project Management to develop and maintain the assigned project schedule. Plan work to conform to the project schedule. Notify Project Manager and Supervisor if project milestones cannot be met.

Document and resolve technical issues with customer’s specification or equipment specified. Assist Project Management on determining the impact of a change in the scope of supply. Determine change order amounts or required schedule modification.

Represent Project Engineering Department at project kickoff and or design review meetings, when required.

Develop and maintain the assigned projects Bill of Material (BOM) using JD Edwards ERP system per procedure. Provide recommended spare parts listings as required by the assigned project.

Develop and maintain the assigned project’s configuration documents. Including- Equipment tag list, input/output listing, cause and effects drawings, current and flow calculations.

Develop and maintain the assigned project’s mechanical drawings. Including- fire suppression system mechanical skid drawings, isometric piping diagrams, detailed manufacturing & assembly drawings, system wiring drawings, flow & quantity calculations, power distribution drawings, field connection drawings, and all other drawings as required by the specification.

Release project documents above per procedure for purchasing, manufacturing, programming and customer approval.

Responsible for final test and certification of the systems operation. Document hardware, software and factory acceptance testing.

Assist in the start up/commissioning of projects or products as requested by customer or customer service calls as needed.

Proposal assistance: work closely with the Proposals and Sales groups to determine the best product offering on proposed projects. Develop bid documents as required by the data requirements of the specification.

Standard procedures: follow, document, and maintain department procedures to meet the requirements of established standards (ISO, NFPA, NEC, UL, FM, API, ANSI, ISA etc.).

Fire Codes: must be knowledgeable in the relevant fire and life safety codes, (e.g.- NFPA 12, 72, 101, 750, 2001, plus NEC 70, FM Global Data Sheets, OSHA, EN 54 etc.). Implement requirements in assigned project design documents.

Design reviews: review documents of design developed others to determine if the documentation meets the design requirements of established procedures, good design practice and the project/customers specifications.

Determine tasks that can be given to subordinates or other personnel assigned to the project. Delegate such tasks and oversee their execution.

Perform other duties as assigned.

Required Qualifications

High School Diploma or GED

Preferred Qualifications

Bachelor’s degree in engineering (fire protection/mechanical/electrical)

NICET Level II in Special Hazards and/or Fire Alarm

5+ years’ experience in project engineering, preferably with a manufacturer of Fire and Gas Alarm Systems or other Safety Systems manufacturer.

Experience with special hazards fire suppression systems, especially CO2 and water mist, and Fire Alarm Control Panels.

Experience with AutoCAD.

Must have excellent written and verbal skills.

Must be able to follow direction and work closely with other departments and directly with customers to meet project requirements.
