Jhpiego will be providing technical assistance to implementation states with funding from BMGF through TA Connect to implement a technical assistance project for layering high impact interventions.

on G-ANC/PNC platform for improved maternal and newborn outcomes in Bauchi and Nasarawa. The program’s goal is to contribute significantly to ending preventable maternal and child deaths in Nigeria. The two-year project will commence in December 2023 and will be implemented in Bauchi and Nasarawa states of Nigeria.

Responsibilities

  • In coordination with Project Director and state stakeholders support baseline and end-line assessments, and all monitoring for process and outcome evaluations.
  • Develop and oversee data flow pattern for country level program that will ensure timely data collection, reporting, and use.
  • Supervise and mentor MERL officers.
  • Coordinate and standardize M&E activities with three other implementing states.
  • Contribute results reporting to TA Connect and ARC by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate.
  • Provide leadership and direction on M&E to ensure the project technical and financial integrity to achieve program goal and corresponding objectives and targets.
  • Ensure high-quality implementation, consistent with Nigeria national health guidelines, protocols, information and reporting systems.
  • Lead efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making.
  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping.
  • Utilize the training data collected to inform strategic decision-making and project planning.
  • Conduct targeted evaluations, including design, data collection, management and analysis
  • Assist with coordination of operations research and quality analysis of operations research data.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Cultivate strategic M&E relationships and alliances with other malaria care and treatment projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations.
  • Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data.
  • Promote and support the dissemination of project information among the project team.
  • Ensure that resources for implementation of M&E activities are available.
  • Work with project and financial staff to prepare work plans and project budgets and track progress of project activities and budgets.
  • Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff.

Required Qualifications

  • Advanced degree in international public health, demography, statistics, social sciences or related field or equivalent experience.
  • Minimum of 7 years of work experience in monitoring and evaluating large, multi-year international health sector development programs
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation.
  • Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by the project.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.
  • M&E experience in maternal and child health care.
  • Familiarity with Nigeria health management information system and other national M&E systems.
  • Previous direct supervisory experience of professional and support staff.
  • Proven expertise in providing technical assistance.
  • Ability to coach, mentor and develop technical capacity in national programs and technical staff.

Job Summary:

The Monitoring, Evaluation and Learning Director will provide leadership and technical guidance to the program team on all monitoring, evaluation, and learning-related issues. Under the direction of the Chief of Party and in close collaboration with the technical leads, the MEL Director will be responsible for the design, implementation and quality of all monitoring, evaluation, and learning components of the project. This includes leading and supervising the activity learning agenda, data management systems, data quality, data dissemination and use as well as any technical assistance and capacity development of program staff and health system staff with the aim to improve quality of routine and programmatic data. They will provide strategic direction for a robust learning agenda for continuous learning, collaboration, and adaptation during the life of the project. They will serve as the primary point of contact for establishing and managing an evaluation and monitoring system responsive to USAID reporting and learning requirements. The position will be based in Abuja and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to USAID approval.

Accountabilities:

  • Lead the design and implementation of the project’s monitoring and reporting activities across multiple states in Nigeria, including development of the project’s results framework and Performance Monitoring Plan; development and monitoring of project indicators; oversight of routine data collection and data management; data quality assessments (DQA); synthesis and analyses of data and presentation of project lessons and results; and reporting, both internally and externally as required/needed.
  • Lead the design and implementation of the project’s evaluation activities (as applicable), including periodic reviews, performance evaluations (baseline, midline, endline), outcome and impact evaluations.
  • Guide and maintain relevant protocols, SOPs, instruments, data sets, manuals, training materials and reports pertaining to monitoring, evaluation, and learning; ensure that these all adhere to FHI 360 and international policies and standards; and ensure that they remain technically and ethically sound.
  • Oversee a team of MEL staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members. This includes conducting performance management and professional development of direct reports and of the entire MEL team, i.e., provision of constructive feedback, ongoing coaching, and career support, as needed and appropriate. Foster teamwork and collaboration within the MEL team and across project teams.
  • Develop and oversee implementation of strategies for capacity strengthening (as needed) of staff, implementing partners, government counterparts, and other stakeholders in MEL systems/tools, data management, health informatics, data analysis and use for program planning and improvements, and other priority areas/skills.
  • Ensure the quality and timely preparation and submission of workplans, data sets, progress reports, and papers summarizing project results and evidence, and other deliverables, as required. This includes ensuring effective data analysis/interpretation and data use to inform management decision-making, support quality improvement efforts, and contribute to broader learning.
  • Ensure the quality of data collected to measure project performance and results, through proper ongoing data management, SOPs for data flow and Quality Assurance, periodic Data Quality Audits (DQAs), and adequate orientation/training of staff, partners, and beneficiaries at all levels of the project.
  • Champion project learning across project, sub-partner and MOH partners. Find and implement innovative ways to encourage collaborative learning.

THE ROLE & RESPONSIBILITIES

The Director of Search & Evaluation would be a core member of the Business Development team and would blend a strong scientific background with an impressive track record of sell-side Search & Evaluation experience that has resulted in transformative strategic partnerships for biotech companies who are selling platforms, technologies, drug assets, etc. to pharmaceutical companies.

Ideally you have…

About the role

Join the Evaluation Services Team in the Senior Analyst, Operational Policies and Programs position. In this role, you will play a key role in the oversight, strategic planning, delivery and reporting of the evaluation function and will serve as an internal expert in program evaluation and evaluation standards, providing advisory services to policy and program clients.

This is a temporary position for a duration of 12 months.

What you’ll do:

  • Provide independent, expert program evaluation advice to support business line managers’ and senior management’s ability to design and deliver programs and achieve outcomes.
  • Act as an advisor on program evaluation to inform the development of memoranda to Cabinet, Treasury Board submissions and other corporate deliverables.
  • Manage deliverables across all phases of an evaluation project (plan, conduct, report, dissemination, and closeout phases), and provide guidance to support the business lines’ completion of management response and action plans.

AAI is actively looking for a Physical Evaluation Board Liaison Officer (PEBLO) Assistant. The primary purpose of this position is to serve as an administrative assistant for Physical Evaluation Board Liaison Officers (PEBLOs) and Deployability Coordinators (DCs) involved in the Medical Evaluation Board (MEB) program, Disability Evaluation System (DES), Limited Duty (LIMDU) program, and Temporary Disability Retirement Listings (TDRL). The individual will perform various clerical and administrative duties, such as the initiation and processing of health care forms, documents, medical documentation and reports used in the placement of service members on LIMDU or the referral of patients to the DES or Physical Evaluation Board (PEB)patient administration. As part of this objective, the PEBLO Assistant position will support PEBLOs and DCs assigned to NMRTCCC, Navy Medicine Readiness and Training Unit Fort Worth (NMRTUFW), and the San Antonio Detachment in administrative functions related to the processing of LIMDU and DES cases. Furthermore, the PEBLO Assistant may also support PEBLOs in processing DES cases initiated through Army and Air Force medical providers or PEBLOs through the NMRTCCC area of responsibility (AOR), as determined by the Navy Bureau of Medicine and Surgery (BUMED).

This position is located at the Operational Force Readiness Department, Navy Medicine Readiness and Training Command (NMRTC) Corpus Christi, TX, and San Antonio Detachment San Antonio, TX. The purpose of this order is to provide support services to satisfy the overall operational objectives of the command. The primary objective is to provide contractor services and deliverables through administrative services performed at NMRTCCC and the subordinate commands of NMRTUFW, NMRTU Kingsville, and the San Antonio Detachment

RESPONSIBILITIES:

  • Receive telephone calls, emails, or visitors and assist as required.
  • Receive and review all incoming/outgoing correspondence (written or electronic communications, etc.) accurately determining the nature of request and routing correspondence appropriately.
  • Updates LIMDU SMART, VTA, and any necessary local trackers related to LIMDU and DES
  • Retrieve, copy, and file documents into official medical records. May be required to locate medical documentation such as narrative summaries, referral entries, and results for placement into case files.
  • Provide and initiate medical forms for customers.
  • Schedule appointments (to include medical, Compensation, and Pension (C&P) exams as well as local medical evaluation boards).
  • Assist in the scheduling of appointments for LIMDU patients within the NMRTCCC AOR.
  • Assist with the proper assembly of MEB case files (MEB packages and/or TDRL exams)
  • Uploads documents into the appropriate Government tracking systems.
  • Forwards completed MEB, and TDRL packages to required offices per regulatory procedures.
  • Dispositions case files IAW Military Records Information Management System requirements and procedures.
  • Using instructions provided by military departments or VA offices, revises patient handouts, training documents, checklists, operating procedures, or other office continuity document as needed.
  • Attends Deployability Coordinator and Temporary Limited Duty (TEMPO) meetings as required.
  • Assists in the training of DCs, medical providers, and tenant commands on LIMDU and DES as required.
  • Performs other administrative duties supporting the Operational Force Readiness Department including medical records filing, retrieval, and research or review.

PERFORMANCE OUTCOMES:

  • Ability to prioritize competing work interests that are all high priority, recognizing the different motivations of the internal and external customers, and the ability to balance and communicate the needs of each, while maintaining operations according to pertinent policies and guidelines.
  • Skill to communicate both orally and in writing in order to gather information, present recommendations and assist customers, both internal and external with procedures and options concerning the Medical Board, accompanied by the ability to exercise compassion and diplomacy at all times, including emergency and difficult situations that generate various types of stress and emotions.
  • Assist with ongoing training, instruction, and technical and non-technical advice to physicians, other MTF staff, and the outlying Navy Medicine Readiness Training Unit. Ability to prioritize competing work interests that are all high priority, recognizing the different motivations of the internal and external customers, and the ability to balance and communicate the needs of each, while maintaining operations according to policy and guidelines.

REQUIREMENTS:

  • Knowledge of the military medical/physical disability processing systems regarding active duty and reserve personnel as well as veterans’ health/retirement/benefits and the ability to apply an extensive body of laws, rules, regulations, and procedures relating to military personnel in order to explain to service members the significance of the accurate completion of forms and that they understand the meaning of the statements they provide.
  • Knowledge of the healthcare delivery system, the military organizational structures, protocols, and details regarding related matters and their relationships in order to perform required tasks.
  • Knowledge of the automated IDES Veteran’s Tracking Application (VTA) database, as well as knowledge of AHLTA and HAIMS electronic medical records.
  • Knowledge of medical terminology, human anatomy, and physiology, procedures, major diseases, and injuries, as well as medical records. Knowledge of the meaning and spelling of medical terminology relating to clinic procedures and tests to screen patients, schedule appointments, and check records for inclusion of current test results.
  • Knowledge of locally established program objectives, priorities, and practices requiring extended experience to initiate, plan, and coordinate a series of interrelated clerical activities.
  • Knowledge of TDRLs and required forms and procedures in order to complete necessary clerical support and scheduling of reevaluation appointments IAW the Service Headquarters and PEB requirements.
  • Knowledge of policies and procedures for HIPAA, Freedom of Information Act, and Privacy Act and directives issued by competent authorities, and the ability to maintain absolute confidentiality regarding discussions, and written material, within the MTF.
  • Knowledge required to prepare/draft routine email messages and be familiar with official message traffic related to placement on MEB/LIMDU for referral to the DES.
  • Must be completely trained and have a strong understanding of the following word processing and software types including but not limited to: MS Office Suite (Word, Excel, Access), CHCS, AHLTA, EWSR, DEERS, TIPS, Joint Legacy Viewer (JLV), MHS GENESIS, LIMDU SMART, TRICARE, and Network Referral Systems. Must have knowledge of medical facility services, referral management protocols, types of patients and procedures, general knowledge of medical terminology, medical diseases, and diagnosis in order to communicate with patients, providers, medical offices, and support staff.
  • Knowledge of all aspects of general clerical duties including but not limited to: proper phone procedures, data entry, filing system, medical documentation protocols, quality control and proofing, and working in a fast-paced medical environment capable of multitasking and providing excellent customer service. Knowledge of basic computer skills, including the ability to type on a computer/word processor at 40 words per minute (wpm) the ability to perform moderate physical tasks to reach, bend, and lift files and documentation, and being comfortable sitting for long periods.

UNIQUE MILITARY HEALTH CARE SYSTEMS/PROCEDURES:

  • The employee shall use the Disability Counseling Guide for Physical Evaluation Board (PEB) Liaison Officers (PEBLO) as guidance for administrative support.
  • The Government will provide basic military health care principles and practices, PEBLO, MEB, TDRL, and DES training.
  • The Government will provide training for various information systems (i.e., Veteran’s Tracking Application (VTA), Disability Evaluation System-Information Technology Initiative (DES-ITI), Computerized Informatics Branch (CIB) and Defense Travel System (DTS)). Preliminary training and access will be provided by the Government during the in-processing activities. After completion of the training, the individual will be required to independently use the Government computer system. Competency is at the sole discretion of the Government.
