Job Description:

To supervise all activities at City of Toronto golf courses in accordance with the industry standards and ensure effective day-to-day operation of the facilities including managing, directing and coordinating staff activities and equipment

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Reviews current processes and operations and researches industry standards/practices and makes recommendations and develops and implements new programs, services and policies to address emerging needs to improve the efficiency and effectiveness of the Golf Operations.
  • Sets the overall strategic direction of Golf Operations by establishing goals and short term and long-term objectives that are aligned with the overall strategic planning initiatives and service delivery standards of the Division.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Supervises and coordinates the overall operation and maintenance of golf facilities and parkland within a designated area, which includes horticulture, turf management, arboriculture, water management, environment stewardship, pesticide management, disease control and concessions management. Ensures effective maintenance and optimal playing conditions for the golf courses.
  • Provides specialized instruction, education and technical training to staff, in accordance with Departmental, legislative, and golf industry standards.
  • Represents the Division at Council, Committee, legal proceedings and hearings, Ontario Golf Superintendents Association, Canadian Golf Superintendents Association, Western Ontario Superintendents Association, Sports Turf Association, Ontario Golf Association, and Canadian Professional Golf Association.
  • Collects and analyzes feedback and information obtained from multiple user groups and surveys in order to assess the need for golf course upgrades and improved maintenance practices and procedures.
  • Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures that adequate training, safety equipment and safe work procedures are in place in order to develop a strong culture of Health and Safety and minimize any Health and Safety issues.

Key Qualifications:

  • Post-secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
  • Considerable experience in supervising activities associated with golf course maintenance and construction.
  • Experience in the methods and practices associated with daily golf course maintenance and including maintenance of lawn bowling rinks.
  • Considerable experience in the operation and application of diesel and gasoline powered equipment associated with golf course maintenance.
  • Considerable experience in the operation of semi-automatic and automatic irrigation systems.
  • Considerable experience and proficiency in computerized software packages such as MS Office Suite (i.e. Word, Excel, and Access) and Outlook including the ability to utilize other software packages relevant to supporting the division’s core requirements
  • Must obtain a valid certified IPM accredited agent license and maintain qualifications as related to Bill 64 government regulation 63/09.
  • Must obtain a valid Exterminator Licence (Landscape).
  • Must possess and be able to maintain a valid Province of Ontario Class “G” Driver’s License and must qualify for the City’s equipment operating permits and requirements
  • Ability to motivate, coordinate and supervise staff within a unionized environment.
  • Ability to maintain accurate records, monitor budget and prepare written reports.
  • Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour Legislation.
  • Ability to work weekends and on-call at various locations.
