SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

Solidarites International launched its operation in Nigeria in 2016 as a consequence of the humanitarian needs of displaced populations and host communities caused by the current crisis with conflict and the ongoing violence in the North-East of Nigeria led by Armed Opposition Groups since 2009. The security situation and epidemics/outbreaks continue to affect millions of lives in Northeastern and North Western parts of Nigeria. As of June 2022, according to IOM Displacement Tracking Matrix, an estimated 2.2 million people are displaced within Borno State which remains, for a major part, inaccessible to humanitarian actors.

The targeted sectors of intervention are WASH, Shelter, RRM, Food Security & Livelihoods. The annual budget of the mission is around 8.3 million euros in 2022.

The mission is organized with a coordination office in Maiduguri and 3 bases located in Ngala, Dikwa and Monguno managed remotely from Maiduguri for the North-East. In the North-West, Solidarites International is conducting activities on 3 bases located in Gusau, Anka and Taleta in Zamfara State. Abuja is the representative for the mission Nigeria.

ABOUT THE JOB

General objectives

In close collaboration with the Country Director (CD), the DCD’s prime objectives are to provide leadership and management of the strategic programming, overseeing the strengthening of SI’s programme development, quality and accountability. The DCD ensures the internal coherence between program activities and is responsible for ensuring that programs are driven by needs, based on evidence, adaptable to contextual changes and conflict sensitive, monitored closely and resourced appropriately.

Priorities for the 2/3 first months

Follow up on the proposal to be submitted early 2024.
Follow-up on ongoing implementation projects.
Develop and strengthen partnerships with NGO and INGO based on the recommendations of the consultant and Desk Program manager following their visits late 2023.
Ensure the Strategic orientation are followed and taken into consideration in the programmatic development.
Ensure a proper Coordination set up between the different components of the program department (MEAL, Technical expertise), and in link with the Grant Department.
Facilitate the programmatic outlook at mid-term goal, to make propositions to the Country Director.

YOUR PROFILE

Education:

Master’s degree in humanitarian/development studies, social sciences, management or other related discipline.

Experience:

Minimum 4 years overseas experience working with an international humanitarian/development NGO, with significant program, team and financial management experience.
Minimum 2 years in a similar position.
Experience of working and managing security in highly volatile security contexts
Experience in monitoring activities remotely
Proven management ability, including ability to motivate and develop skills of team’s members. Must be able to make sound management decisions in difficult situations and also be able to work in a participatory manner with colleagues.
Previous experience and achievements in managing a consortium and strong partnerships with other NGOs (MoUs, negotiations, governance…).
Proven ability to deal with donors and operational partners.
Proven ability to develop adapted humanitarian vision and strategy.
Technical knowledge in SI sectors of expertise (WASH, FSL, Shelter) is an asset.
Experience working with SI (or a similar organization) is an asset.
Prior experience in Nigeria would be considered as an asset.

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The DCD is based in Maiduguri, where all the coordination team is located.

In Maiduguri the base offers a comfortable environment, in spite of limited movements outside of the compound for security reasons. The Guest House offers good living conditions, with private bedroom and bathroom and shared and comfortable common spaces. Electricity and internet are always available at the office and at the GH. Volleyball and badminton court, ping pong, and some gym equipment are available in the GH. All essential good (food, hygiene etc..) can be bought locally in the small shops around the office, or in the pre-validated supermarket. There is a good social life in Maiduguri. Visits to other NGOs are possible, as well as some pre-validated places City Star restaurant, Pinnacle Hotel, Red Roof, ICRC Lezzy Lizard bar.

Occasional trips to Abuja remain essential to assist the CD in partners relationship and representation, as well as periodic field visit in NW, and NE sub bases, to ensure a correct program overview.

Life in Abuja is comfortable and safe. Abuja has good markets, good international schools, high standard medical services, comfortable and safe housing.

Job Purpose

Based in the USA, the post holder will work directly under the International Recruitment Manager, N America, Europe & Central Asia (IRM) and the Head of International Recruitment (HIR), and the broader International Recruitment & Partnerships (IRAP) team, meeting University and College targets in relation to the University’s International Recruitment strategy and agreed key performance indicators (KPIs). You will manage and have oversight over day-to-day activities of the three Senior International Officers based in the USA, ensuring objectives and targets are being met through coordinated activity, and will lead on co-ordinating market intelligence and forecasting for the USA.

As a Country Manager, USA you will line manage a team of Senior International Officers (SIOs) to contribute to the recruitment of increased numbers of international fee-paying full time and study abroad undergraduate and postgraduate students on taught and research programmes from the USA to the University of Glasgow.

Furthermore, you will identify and facilitate the development and maintenance of priority partnerships / collaborations with Higher Education institutions, high schools, government agencies and sponsors, University alumni and other contacts out with and within the University to support the delivery of institutional internationalisation strategic objectives.

NOTE: the post holder may be asked to attend international recruitment events in other countries if required.

Main Duties and Responsibilities

1. To support the IRM and HIR with the strategic development and operational management of Glasgow’s promotional and student recruitment activities in the USA, contributing to forecasting and meeting increases overall institutional targets, and producing operational plans, regional briefings, and other market / country specific briefing papers. Manage regional budget and oversee and improve process for expenses and monthly updates for the USA country budget.

2. To line manage three USA based SIOs in the USA., including participating in recruitment, selection, interviewing, and induction of new team members. To manage and support attendance and performance and undertake performance development reviews.

3. To travel throughout a specified region in the USA to represent the University at education fairs and other recruitment events, and liaise with key partners, including Glasgow’s Study Abroad network, and Glasgow’s alumni network. Producing timely and comprehensive reports after visits.

4. To give presentations to a range of audiences, including potential students and their parents, staff in Schools and Colleges, and to senior management at the University as required.

5. To update annually the recruitment strategy for that specific region, including detailed analysis of student numbers by level of study with specified targets and forecasts and broken down by state. To regularly analyse funding and scholarship opportunities as well as admissions criteria. To ensure the SIOs for the USA likewise annually update the recruitment strategies for their specific regions.

6. To conduct market research and provide information to assist in the development of admissions and other policies and marketing plans, regional briefings, market assessments, and other market specific papers as instructed by the IRM, HIR, Director IRAP or Vice Principal External Relations. To provide regular statistical and trend analysis and horizon scanning for the USA, identifying highly sought-after programmes. To coordinate feedback from the SIOs to feed into all market research.

7. To work with colleagues across External Relations to improve information and the service provided to international applicants and to increase the uptake of offers for all levels of study by overseeing, planning, and implementing relevant conversion strategies for enquirers and applicants from the USA. This will include telephone campaigns, the answering of student enquiries, and development of printed and online marketing material and digital media campaigns in conjunction with International Recruitment Managers, International Officers, and the Recruitment Marketing and Social Media teams.

8. To identify and recommend new partnerships and develop and manage existing institutional partnerships, including suitable partners for the International Summer School.

9. To initiate, develop and maintain relationships / agreements in-country with key government -related funding and sponsorship bodies, assisting in the negotiation of appropriate financial packages, agreements and contract terms and, where necessary, ensuring reporting requirements are met.

10. To coordinate the production of USA-focussed recruitment materials such as an American prospectus, in a timely manner, and the updating of the USA country web pages, ensuring multi-media testimonials are included.

11. To manage visits to the USA by senior members of University of Glasgow staff; and of partners in the USA to the University of Glasgow.

12. To oversee liaison with in-country alumni for the benefit of recruitment and marketing and assist at alumni events where appropriate.

13. To identify High Quality Applicants for recommendation for scholarships and evaluate effectiveness of scholarships and funding opportunities for US applicants.

14. Through regular communications, advise the University Colleges on opportunities for each College for recruitment and partnership development, including working closely with the Dean for Global Engagement, Americas, and assisting them where necessary.

15. To represent the University on professional groups, sector wide forums and committees as required.

16. To deputise for the IRM and HIR when required and carry out other duties as deemed appropriate by either, and/or the Director IRAP.

JOB SUMMARY

The Manager, Health – Country is responsible for the design, implementation, monitoring, reporting and overall management of Health programs in their country of assignment through the provision of technical oversight, capacity building of staff, supervision and coordination with other departments and relevant agencies. In collaboration with other team members, this position is also responsible for supporting the development of new Health projects. The Manager will represent International Medical Corps’ country office in relevant technical and coordination forums.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.

MAIN TASKS AND RESPONSIBILITIES

Program Development and Reporting

  • Work with the senior management team to develop Health sector strategy for Health programs in the country through identification of program/sector needs, understanding of national priorities and the funding/donor landscape.
  • Take lead to conduct and coordinate needs assessment at International Medical Corps current and potential new areas and ensure field inputs are incorporated into Health project design.
  • Identify potential partnerships which can contribute to the country’s strategic objectives.
  • Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall Health program activities in the country mission in collaboration with the MEAL unit.
  • Ensures that data are summarized into regular country reports providing relevant analysis and interpretation on morbidity trends taking into consideration contextual information.
  • Review and complete relevant activity reports to include training, supervisory and site visit reports prior to submission to head quarter/donor.
  • Monitor and analyze data with technical team to flag possible outbreaks.

Program Management

  • Take lead following up with support departments to ensure that all programmatic needs are provided in a timely basis in accordance to work plans, procurement plans and HR.
  • Regularly review and update program management tools with the assistance of the senior management team, being mindful of achievements against project indicators
  • Provide feedback to the program director or country director.
  • Oversee the country Health team including field Health manager, community Health workers, Health facility staff, and mobile Health team to ensure the timely and successful implementation of the planned Health activities to ensure that set goals and objectives are met with in the allocated resources.
  • Work closely with the Community Health team to ensure that the community Health program is well integrated with the Health program at Health facility and that community outreach activities are being conducted as planned.
  • Work closely with Health senior management team to ensure that diagnostic and patient care adhere to national and global guidelines.
  • Coordinate with the Logistics team to identify procurement and supply issues related to the Health programs and support the identification of corrective actions.
  • Follow up with pharmacists to ensure that clinic needs in terms of medication, medical supplies, and medical equipment’s, training and ventilation system for the pharmacy are met.

Representation

  • Represent and actively participate in Health coordination meetings and other relevant meetings at field level.
  • Attend and participate in working group meetings.
  • Provide documented feedback to the senior management team on meetings attended.
  • Contribute to relation building with other partners including local NGOs at the country level.

Coordination

  • Work closely with the senior management team in updating and coordinating Health activities.
  • Coordinate with the field leadership and the senior management team to determine opportunities for collaboration with local authorities and other partners.
  • Take lead in coordinating with other sectors and support departments to ensure integrated implementation of services.
  • Work with the field leadership, senior management team and security team to process documentation approval, pass and required authorization from local authorities.

Budget Management

  • Ensure proper documentation for all contracts and payments for services in coordination with the logistics, finance, and procurement teams.
  • Prepare expenditure projections for each project activity along with expected targets making sure to update them on a regular basis.
  • Review Budget vs. Actual expenditure for the Health programs in the country on regular monthly basis with programs, procurement, and finance teams
  • Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence.

Staff Management

  • Organize daily work schedule for the country team according to the agreed work plan and assign tasks according to the priorities in implementation.
  • Monitor the Health team’s performance according to their assigned tasks and provide regular feedback to the senior management team.
  • Responsible for authorization of recruitment of field Health staff and conducting the annual performance evaluation of the field team.

Technical Oversight

  • Work with the country team to develop technical protocols and guidelines as needed.
  • Develop training plan for health care workers including Community Health workers in coordination with the field Health team.
  • Oversee technical quality of inputs, interventions, and reports at field site level.
  • Directly supervise country Health teams, the Pharmacy Officer, Community Health Officer, Medical Officers, HIS Officer, and Health Program Officers (where applicable) to ensure that country program interventions and project objectives are met in accordance to committed standards.
  • Lead the Health staff on medical facility assessments, data quality assurance, analysis and interpretation of data, disease surveillance, emergency preparedness, outbreak response and other relevant subjects related to program management in coordination with the MEAL department and senior management team.
  • Work closely with his/her subordinates to undertake ongoing assessments of population needs and

Supervision

  • Lead and oversee the country Health teams,
  • Ensure timely delivery of program components according to proposed activities and available funds through regular technical and programmatic meetings at the country and field site levels with his/her direct reporting lines including MEAL and other relevant support department heads.
  • Provide support in collaboration with other departments in ensuring that all supported Health facilities including medical mobile units are equipped and maintained according to the national and global standards.
  • Review and schedule site visits for monitoring and supervision to ensure quality of services, accurate data collection and verification of pharmaceuticals, supplies and equipment.
  • Take lead in ensuring that joint monitoring and supervisory visits are planned and executed with relevant government counterparts.

Capacity Building

  • Responsible for his/her own personal and professional development by regularly attending learning opportunities online or face-to-face.
  • Take lead in identifying professional and technical training needs for his/her team.
  • Provide a site-specific training plan according to training needs assessments for Health service providers in collaboration with relevant Health authorities.

Job Requirements

MINIMUM QUALIFICATIONS

  • Typically, a Medical Doctor, master’s in public health preferred.
  • Typically, 3 to 5+ years of relevant and progressive experience in a management/coordination role within a health delivery and/or public health organization
  • Experience in a management/coordination role at a health NGO
  • Experience with delivery of health services to vulnerable groups
  • Core knowledge of public health principles and techniques
  • Advanced reporting skills both qualitative and quantitative
  • Advanced Microsoft excel skills.
  • Budget management and data analysis skills
  • Excellent communication (written and oral) skills in English
