Job description: XEIAD are a part of the BES Group and are the largest provider of civil infrastructure inspections in the UK.
Main Purpose:
As part of the XEIAD Senior Management Team reporting directly into the Managing Director, the Head of Contract Management has sole accountability for the Strategic Contract and Commercial Management function.
Aligned with BES Group goals and objectives, plan, develop and implement commercial strategies to minimise risk through the effective management of contracts, supply chain engagement and operational cost control functions. Develop and implement appropriate processes, systems and people to facilitate ongoing sustainable growth for the business.
Drive positive contract management and commercial behaviours throughout the operational delivery teams through the management and analysis of Profit and Loss accounts leading to ongoing improvements in delivery performance and profitability. Ensuring that contractual mechanisms are deployed in a timely manner, that tight commercial process controls are maintained and that billing cycles are kept to at all times. Maximise accuracy of financial reporting through regular engagement with internal stakeholders.
Working closely with Group Sales and Group Pricing, the Head of Contract Management will support growth by developing and leading strategic opportunities. With support from the wider operational team, drive the renewal of existing contracts, whilst securing new work outside of current core client market, maximising profitability and generating growth potential for employees. Ensure that all tenders, bids and proposals are managed appropriately, and the correct commercial considerations are taken into account when responding to client requests. Ensure that all internal approval processes are followed proactively.
Build effective relationships with colleagues throughout the BES Group at all levels as well as with suppliers and clients promoting continuous improvement. Undertake line management duties for a core team of senior direct reports including designation of functional and performance responsibilities.
Key Responsibilities
- Promote positive commercial and contractual behaviours across the business to optimise gross margin potential
- Overall management of the Contract Management and Estimating Team
- Development of the Commercial Operations ensuring that the appropriate resources, processes and other supporting systems are in place.
- Lead on project change control, contract management and risk mitigation with colleagues, contractors and suppliers
- Ensure that any necessary Commercial and Legal professional advice is in place and that any changes to our commercial systems are updated and briefed as appropriate
- Drive commercial reporting throughout the business, highlighting potential trends, recommending and implementing interventions as required
- Ensure that all necessary internal commercial audits are completed in accordance with our audit schedule and lead on the management of all commercial non-conformities including liaison with others and implementation of lessons learned processes
- Maximise strategic supply chain value through structured procurement processes and ongoing supplier engagement.
- Review and approve supply chain contracts within delegated authority levels, for the provision of services.
- Provide management information and analysis on a regular basis for key areas of responsibility.
- Act as Bid Director for all major tendering activity
- Oversee all estimating activity providing support and guidance for commercial sign offs.
- Manage all pre-contract negotiations ensuring that an optimal position is reached for all parties.
People
- Ensure a culture where Health and Safety is the No 1 priority for the team, fully adopting the BES Group policies, procedures, resources and guidance in all commercial decisions.
- Provide day to day leadership to ensure the team is motivated, capable and operating with a customer centric mindset.
- Build strong commercial and contract management competence leading to high levels of team self-sufficiency.
- Manage the performance and development of the team via agreed measures to ensure delivery against business targets.
- Manage the performance procedures of the team, with HR support, and ensure a thorough performance management process is in place and enforced.
- Identify and develop team talent for long-term careers within the organisation.
- Monitor and manage the team’s work output against target and drive productivity of each individual and the team.
- Work with operational teams to identify and deliver efficiency savings to improve capacity and customer service.
Customers / External Stakeholders
- To proactively engage with existing customers through effective methods of communication including supporting project performance / progress meetings where appropriate.
- To build strong customer relationships for Key Account / Business Development Teams.
- Where appropriate, provide insight for customers and the wider Infrastructure industry about the BES Group, our services and our customer obsession, identifying opportunities for growth.
- Maintain relationships with key supplier accounts and manage risk mitigation processes resulting from poor supplier performance.
Broader Business
- Participate in the broader leadership of the business e.g. via input to planning process, continuous improvement and project participation
- Support and enact the control environment as required by the business – e.g. Health and Safety Reporting and Action, Recruitment guidelines
- To communicate, motivate and lead change within the team to achieve operational targets in line with BES Group vision.
Essential Qualifications & Skills
- Level 6/7 qualification (or equivalent) in Business Management / Quantity Surveying / Project Finance
- Chartered Member of relevant Institution (e.g. RICS/CMI)
- IOSH Leading Safely (or equivalent)
- UK Driving licence
- 10+ years in Commercial or Contract Management at Senior Level
- Leading commercial teams with a minimum £30M commercial responsibility
- Supply Chain procurement including appointment of multiple delivery partners
- Commercial Contracts (specifically NEC3/4 and NR3/NR4)
